Critical points to read before you book

FSAR: the authority for Azerbaijan's health certificates

The Food Safety Agency of the Republic of Azerbaijan (FSAR), established in 2017, is the government body responsible for food safety, animal health, and veterinary certification in Azerbaijan. Its website is fsa.gov.az.

For pet exports to Germany, the FSAR authorises the veterinarians who may issue EU-format health certificates and endorses those certificates before departure. The EU health certificate must be issued within 10 days of arrival in Germany and endorsed by the FSAR before travel.

If your regular vet in Baku is not FSAR-authorised for export health certificates, the FSAR or a pet transport specialist can direct you to an authorised practitioner. Not all private vets in Azerbaijan are set up for international export documentation.
