Critical points to read before you book
The 90-day wait after a successful titre test is a hard legal minimum under EU regulations. It cannot be shortened. The clock runs from the blood draw date, not the date you receive the result.
Microchip before vaccination. If the chip is implanted after the rabies vaccination, the vaccination does not count for EU purposes and the entire sequence must restart.
EU-approved laboratories for the FAVN test are mostly in Europe and North America. International sample shipping from Baku requires correct temperature control and documentation. Confirm your vet has done this before.

Azerbaijan Airlines (AZAL) operates direct flights between Baku Heydar Aliyev International (GYD) and Frankfurt (FRA). For pet cargo, this is a notable convenience: a single carrier, no transit hub, and direct access to Frankfurt’s cargo facilities including the Frankfurt Animal Lounge.
AZAL Cargo accepts live animal freight on select routes. Before booking, confirm in writing that your specific flight accepts live animal cargo in the hold and that the booking includes all required documentation handover at Frankfurt. Cargo acceptance policies can vary by aircraft type and season.
If AZAL dates do not suit, Turkish Airlines via Istanbul (IST) is the alternative. Turkish Airlines Cargo is well established on the GYD-IST-FRA corridor and IST handles significant volumes of Caucasus-to-Europe pet cargo.
FSAR: the authority for Azerbaijan's health certificates
The Food Safety Agency of the Republic of Azerbaijan (FSAR), established in 2017, is the government body responsible for food safety, animal health, and veterinary certification in Azerbaijan. Its website is fsa.gov.az.
For pet exports to Germany, the FSAR authorises the veterinarians who may issue EU-format health certificates and endorses those certificates before departure. The EU health certificate must be issued within 10 days of arrival in Germany and endorsed by the FSAR before travel.
If your regular vet in Baku is not FSAR-authorised for export health certificates, the FSAR or a pet transport specialist can direct you to an authorised practitioner. Not all private vets in Azerbaijan are set up for international export documentation.
