Portugal's import requirements for Azerbaijani pets
Portugal applies EU Regulation 576/2013 to pets from unlisted third countries. Azerbaijan is unlisted. The requirements: ISO microchip before vaccination, rabies vaccination, FAVN titre test at an EU-approved laboratory (minimum 0.5 IU/ml, blood drawn 30+ days after vaccination), 90-day wait from blood draw date, then travel with an Azerbaijani Ministry of Agriculture-endorsed EU health certificate valid 10 days.
DGAV (dgav.pt) inspects incoming pets at Lisbon Airport (LIS) cargo terminal. Compliant pets are released without quarantine.
Getting the titre test done from Baku
Your vet in Baku draws the blood sample after the vaccination and at least 30 days later. The sample must be sent to an EU-approved FAVN titre test laboratory. Confirm with your vet whether any approved laboratories are accessible from Azerbaijan, in Georgia, Turkey, or elsewhere in the region.
If an approved lab is not accessible locally, the blood must be shipped cold to an approved lab in Europe. Factor two to four weeks for this process. The 90-day wait starts from the blood draw date in Baku, so the waiting period and laboratory processing time run concurrently.
Cargo routing from Baku to Lisbon
There is no direct cargo service from Heydar Aliyev International Airport (GYD, Baku) to Lisbon (LIS). Turkish Airlines via Istanbul (IST) is the most commonly used routing. GYD to IST on Turkish Airlines, then IST to LIS on Turkish Airlines Cargo. The journey is typically 7 to 11 hours total.
