India admits pets through six cities only: Delhi, Mumbai, Chennai, Hyderabad, Bengaluru and Kolkata. Gulf Air also flies nonstop to Goa, Kochi and Thiruvananthapuram, where a pet cannot legally clear. Do not book those.

Transfer of residence or DGFT licence: know which you are

India treats pet imports as restricted trade with one big exemption. The transfer-of-residence route, resting on a 2013 customs circular, lets a returning resident bring up to two cats or dogs as passenger baggage without a DGFT authorisation, provided they are relocating after two continuous years abroad. Proof of that stay travels with the application.

Fall outside it (a shorter posting, a third pet, or a pet shipped unaccompanied) and you need the DGFT authorisation: Form ANF 2M filed online, considered by a facilitation committee that meets monthly, so DGFT itself advises starting at least two months before travel. Applicants without their own import-export code use the permanent code India publishes for pet imports.

The vaccination window is unforgiving either way: rabies more than one month and less than twelve months before embarkation, and the name on the health certificate must match the air ticket exactly.

The Advance NOC, and why the airline waits for it

At least seven working days before departure, the AQCS station at your entry city receives the application: health certificate in India’s Annexure format signed by Bahrain’s ministry vets, vaccination and microchip records, ticket and passport copies. A complete file turns into an Advance NOC within one working day, and it costs nothing: India charges no fee for pet NOCs.

The NOC is not bureaucratic decoration. Indian rules state the airline will not lift the dog until the applicant holds it, and Gulf Air enforces that. Since Gulf Air carries pets only as manifest cargo booked through licensed agents (no cabin, no checked baggage, no brachycephalic breeds), the working order is: NOC first, cargo booking second.

On landing, a healthy pet is examined and receives its final NOC at the port of entry itself. There is no routine quarantine; a station stay applies only to animals that fail the physical examination, and AQCS quotes 15 days in its SOP against 30 days on its baggage-rule page.
