Critical points
Canada suspended commercial dog imports from countries with high rabies risk in 2022. Personal pet imports are not affected, but ensure your paperwork clearly identifies the animal as a personal pet accompanying its owner.
The microchip must be implanted before the rabies vaccination. If vaccination was given first, that vaccination record may not be recognised. Restart the process in the correct order.
The GACC health certificate format must meet CFIA requirements, not just a generic Chinese government format. Your vet in China must know the correct format, or use an agent who does.
Air China and most international carriers impose breed restrictions on snub-nosed dogs and cats (Bulldogs, Pugs, Persians, etc.). Confirm breed eligibility before booking cargo space.
CBSA can refuse entry to any animal that appears unhealthy on arrival, regardless of documentation. Ensure your pet is fit to travel and consult your vet before the journey.

Canadian Import Requirements: What CFIA Expects
The Canadian Food Inspection Agency sets the rules for pet imports. For dogs and cats arriving from China as personal pets, the requirements are: a current rabies vaccination (administered by a licensed vet, valid at the time of entry, with a booster if more than three years have passed since the last dose), and an official veterinary health certificate signed within 10 days of arrival. A microchip is not legally mandatory under federal CFIA rules, but it is strongly recommended as it allows your pet to be identified without ambiguity at the border and is required by most airlines for cargo transport. Source: CFIA, inspection.gc.ca.
Canada does not require a rabies titre test for personal pet imports from China, which distinguishes this route from the China-to-UK pathway. There is no waiting period tied to a titre result, which means the overall timeline is substantially shorter. The health certificate must confirm that the animal is free from clinical signs of communicable disease and has been examined by a veterinarian within 10 days of the date of arrival in Canada.
On arrival, Canada Border Services Agency (CBSA) officers will inspect the health certificate and may scan the microchip. If documentation is complete and the animal appears healthy, clearance is typically straightforward. If any document is missing or the animal appears unwell, CBSA can hold the pet at the owner’s cost for further inspection. Personal pet imports of up to two animals do not require a CFIA import permit, but imports for commercial purposes or more than two dogs require one.
Leaving China: The GACC Export Process
GACC (General Administration of Customs of China) controls all animal exports from China. You need a GACC export permit, which is issued by the local GACC office and requires a veterinary health certificate, proof of microchip, and vaccination records. The health certificate must be in the format required by the destination country (Canada), not just a generic Chinese government format. A vet who is not familiar with Canadian import requirements may produce a certificate that does not pass CBSA inspection, so use a GACC-authorised vet who has handled international exports before, or work with a specialist agent.
The health certificate has a short validity window: it must be issued within 10 days of your pet’s arrival in Canada. This means that while the GACC permit can be applied for weeks in advance, the health certificate itself must be completed close to the travel date. Plan your departure date firmly before starting the certificate process, and build in a small buffer in case of vet availability issues.
Approved departure ports for international pet exports include Beijing Capital (PEK), Shanghai Pudong (PVG), Guangzhou Baiyun (CAN), and others designated by GACC. Your cargo booking must originate from one of these approved ports. Most people flying from smaller Chinese cities will transit through Beijing or Shanghai as their international departure point.
Airlines and Cargo Options for China to Canada
Air China Cargo is the most direct option for this route, operating cargo services from Beijing (PEK) and Shanghai (PVG) to Vancouver (YVR) and Toronto (YYZ). Pets travel as manifested cargo, with advance booking essential. Air China requires all documentation to be reviewed before it accepts the animal, so having your paperwork in order before arriving at the cargo desk is not optional.
Air Canada connects via its cargo division on the return leg, and some itineraries involve a connection through a European hub (Paris CDG on Air France/KLM, or Frankfurt on Lufthansa). These connections add transit time and introduce the documentation rules of the transit country. Canada has no specific transit documentation requirements for pets connecting through European airports, but the transit carrier’s own policies apply.
Cathay Pacific routes pets via Hong Kong (HKG), which introduces AFCD (Agriculture, Fisheries and Conservation Department) transit requirements. This adds complexity and should only be chosen if it produces a clear practical advantage over a direct or European-hub routing. For most owners, a direct Air China Cargo service or an Air Canada connection through a European hub is the simpler choice.
