The EU distinguishes between listed third countries (low-risk, no titre test) and non-listed countries. Colombia is non-listed under EU Regulation 576/2013, which means your pet must have a FAVN titre test result of at least 0.5 IU/ml, and three calendar months must elapse from the blood sampling date before EU entry is permitted. The sequence is fixed: ISO microchip first, then rabies vaccination with a 21-day wait, then blood drawn at an EU-approved laboratory. The 3-month clock starts on the blood draw date, not the results date. Allow five months from starting the process to your departure date.
ICA certificate and Germany Bundesland breed rules
ICA (Instituto Colombiano Agropecuario) endorses the EU-format veterinary export health certificate. An ICA-registered official vet issues the certificate within 10 days of travel; ICA endorses it before departure. Book the vet appointment with enough lead time for both issuance and endorsement within the 10-day window.
Germany bans Pit Bull Terrier and Tosa Inu federally. Each Bundesland adds its own restrictions; Bavaria is the most restrictive. Check your destination state before starting the ICA and titre test process if you have a breed that may fall within any state list.
