Philippine pet import requirements: what the BAI demands
The Bureau of Animal Industry (BAI) controls all animal imports into the Philippines. Every dog and cat entering the country must meet these requirements without exception:
Microchip: ISO 11784/11785 standard, 15-digit transponder. The microchip must be implanted before the first rabies vaccination. If done in the wrong order, the vaccination record does not count and you will need to revaccinate after reimplantation.
Rabies vaccination: current and valid. Administered after microchipping. At least one valid vaccination must be on record, and it must be administered within the past 12 months.
Titre test: FAVN or ELISA rabies antibody test, minimum result of 0.5 IU/ml. Blood must be drawn at least 30 days after the most recent vaccination. Results below threshold require revaccination and retesting.
BAI import permit: applied for and approved before travel. Processing takes 30 days minimum. The application requires copies of titre test results, vaccination records, and microchip documentation.
Health certificate: official veterinary health certificate, issued by a DVFA-authorised vet and endorsed by the Danish Veterinary and Food Administration. Must be issued within 10 days of travel.
7-day quarantine: mandatory for all incoming pets at the BAI quarantine facility in Manila. This cannot be shortened or waived.
Planning the titre test and permit timeline
