Overview
Estonia and France sit in the same EU pet travel framework, which keeps this move straightforward. A microchip, a current rabies vaccination, and an EU pet passport or AHC covers the legal requirements. There is no quarantine, no titre test, and no import permit. The main planning task is choosing the right flight connection, since most Tallinn-to-France routes stop at Amsterdam Schiphol, Paris CDG via Helsinki, or another European hub.
Step by step
The Estonia to France process
1
Before any documentation step. If not chipped, implant before vaccination.

Responsible: Estonian vet

Requirement
Detail
Export permit
No export permit is required for companion dogs or cats leaving Estonia for another EU member state.
Health certificate
EU pet passport issued or updated by an officially authorised Estonian vet is the standard document for EU-to-EU travel. The AHC must be issued within 10 days of entry into France.

Critical points
Read before you book
⚠ France requires that dogs from Estonia are registered with French authorities if you take up residency. The registration process (FICHIER NATIONAL CANIN, managed by the Societe Centrale Canine) is separate from the EU passport check. For short visits, this is not required.
⚠ If your chosen airline connection routes through a non-EU country (such as the UK or Turkey), confirm the transit rules for that country. Most connections from Tallinn to France stay within the EU, so this is rarely an issue.
⚠ Budget carriers from Tallinn do not accept pets as cargo or in cabin. Confirm your airline's policy before purchasing your ticket.
⚠ The AHC is valid for one entry only. If you return to Estonia and then travel back to France again, a new AHC is required each time (if you are not using the EU passport).
Carriers
Airlines on this route
Air France
Air France operates connections from Tallinn (TLL) to Paris Charles de Gaulle (CDG) via Amsterdam or other European hubs. Small pets (combined weight with carrier under 8 kg) can travel in cabin on Air France intra-European services. Larger pets travel as cargo via Air France Cargo. CDG has a dedicated live animal facility.
Cabin and Cargo
KLM Royal Dutch Airlines
KLM flies TLL to Amsterdam (AMS), with frequent onward connections to CDG and other French airports. Cabin travel for small pets on KLM European routes. KLM Cargo at AMS is a well-established live animal hub. A practical two-leg option for the Tallinn-to-France corridor.
Cabin and Cargo
airBaltic
airBaltic operates from Tallinn via its Riga (RIX) hub, with connections to Paris CDG and other Western European cities. Small pets permitted in cabin on airBaltic services. A good option for passengers connecting through Riga.
Cabin and Cargo
Finnair
Finnair serves Tallinn-Helsinki (HEL) with onward connections to CDG. Small pets allowed in cabin. Helsinki is a convenient Baltic-region hub for connecting to France.

EU documents: passport vs AHC and what applies here
The EU pet passport is the simplest option for EU-resident owners moving a pet between member states. Any officially authorised Estonian vet can issue or update one. Once issued, the passport is valid for the life of your pet, provided the rabies vaccination is kept current. French border checks accept it without further endorsement.
The Animal Health Certificate (AHC) applies if you do not hold an EU passport for your pet, or if you are a non-EU resident temporarily moving a pet into France from Estonia. The AHC is single-use: it covers one entry and must be issued within 10 days of your arrival in France. New EU templates introduced in April 2026 apply, so confirm your Estonian vet is using the current form. The VTA (Estonian Veterinary and Food Board) endorsement stamp is required on the AHC.
Routing from Tallinn to France and what airlines accept pets
No direct pet-cargo service connects Tallinn Airport (TLL) to French airports in a single non-stop flight. The standard routes are: Tallinn to Amsterdam Schiphol (AMS) with KLM, then AMS to CDG or Lyon; Tallinn via Riga (RIX) on airBaltic to Paris CDG; or Tallinn to Helsinki (HEL) with Finnair, then HEL to CDG.
Small dogs and cats travelling in-cabin (carrier plus pet typically under 8 kg) can use cabin travel on KLM, Air France, Finnair, and airBaltic. Book the cabin spot at time of reservation, as most airlines limit pets per flight to two or three. Larger dogs go as cargo. When booking cargo, contact the cargo team directly, confirm live animal acceptance on both legs, and provide the exact IATA crate dimensions.
If connecting through Schiphol, note that AMS has one of the best live animal facilities in Europe and the layover process is well-managed. A minimum connection time of 3-4 hours is advisable for pet cargo transfers.
FAQ
Common questions
No. France does not require pre-approval or an import permit for pets arriving from other EU member states. Your EU pet passport or AHC, together with the current rabies vaccination and microchip, is all that is required. French border vets at CDG or other entry points may carry out spot checks.
Yes. The EU pet passport covers the documentation requirement for France. For the flight, you will also need the airline’s booking confirmation for your pet and the IATA-compliant travel crate if your pet travels in hold. The passport itself is not required by the airline, but you should carry it throughout the journey in case of checks.
Typically one appointment with an officially authorised Estonian vet. If your pet is already microchipped and vaccinated, the visit takes 15-30 minutes. If vaccination is needed, allow 21 days from the vaccination date before travelling to France for the first time.
France maintains a list of restricted (Category 2) and dangerous (Category 1) dog breeds under French law. Category 1 dogs (including certain bull terrier types and crosses) cannot be imported. Category 2 dogs (such as Rottweilers and American Staffordshire Terriers) may enter but face restrictions including mandatory muzzling in public. Confirm your breed’s status with the French Ministry of Agriculture before travel.
