For dogs, the entry requirements are: CDC Dog Import Form (online, free), microchip readable by a universal scanner, at least 6 months old, and appearing healthy on arrival. That is the full federal picture.
If you are bringing a cat, the US has no federal requirements for cats from any country. No vaccination proof, no testing, no quarantine. Some airlines require a basic health certificate for the cat to travel in-cabin or as cargo, but that is airline policy, not US law.
What does the Finnish side of the process look like?
Finland’s official vet system (Ruokavirasto, the Finnish Food Authority) is organised and reliable. Your EU pet passport is the core document, showing the ISO microchip number and all vaccinations with dates. The official health certificate confirming fitness to fly is issued by a Ruokavirasto-authorised vet, typically within a day or two, and must be dated within 10 days of departure.
There is no export permit required, no prior approval from Finnish authorities. The process is clean: passport in order, health certificate from official vet, CDC form receipt on your phone, and you are set.
Flight options from Helsinki to the US
Finnair is the standout option. It operates direct flights from Helsinki to New York JFK, Los Angeles, and Chicago, which means your dog avoids a connecting hub layover. Direct flights are simpler for cargo pets: one aircraft, one set of cargo handlers, less time in transit.
Lufthansa and British Airways also handle cargo from Helsinki via Frankfurt and London respectively. Both are experienced cargo carriers, though the additional connecting leg adds time and handling.
Note the Finnish winter climate. Helsinki’s temperatures from November through March can be severe, and airlines apply cold-weather embargoes that prevent cargo pet acceptance when hold temperatures cannot be maintained safely. Spring and early summer (April to June) or early autumn (September to October) are the most reliable windows for cargo pet travel from Finland.
