In France, the EU pet passport must be issued by a veterinaire habilitee, which means an official authorised veterinarian registered with DGAL. Not all private vets hold this designation, though many do. When booking your appointment, ask specifically whether the vet is authorised to issue EU pet passports for travel.
The passport records your pet’s microchip, vaccination dates, and owner details. It is valid throughout the EU and does not need endorsement or additional stamps for intra-EU travel. A new passport is issued once; updates (such as boosters) are recorded in the existing document.
If your pet already has an EU passport issued by a French vet, check that the rabies vaccination is current. If it lapsed, your vet will need to re-vaccinate, and the new vaccine must be at least 21 days old before you travel to Estonia.

The most practical routing from Paris CDG to Tallinn is through Amsterdam Schiphol (AMS) with KLM. KLM operates CDG-AMS several times daily and AMS-TLL directly. The Air France-KLM Group relationship means a single booking can cover both legs.
The Helsinki option via Finnair works well too. Air France and Finnair have interline arrangements. CDG to HEL takes roughly 3 hours, and the HEL-TLL leg is about 50 minutes. Helsinki Airport is a well-organised transit point for Baltic connections.
For larger dogs that must travel in cargo, both routings have adequate cargo handling. Amsterdam’s Schiphol handles significant live animal volumes. Helsinki handles significant Baltic cargo. Book as early as possible, particularly in summer when demand peaks.
