Rwanda's RAB: a manageable import process
The Rwanda Agriculture and Animal Resources Development Board (RAB) at rab.gov.rw oversees all animal imports into Rwanda. RAB is an organised body and its import permit process is considered one of the more straightforward in sub-Saharan Africa.
Apply for the permit at least eight weeks before your intended travel date. You will need your pet’s microchip number, vaccination history, origin country, and travel date. Once the permit is granted, it forms the centrepiece of your documentation set alongside the DGAL-endorsed health certificate from France.
On arrival at Kigali International Airport (KGL), the RAB inspection team checks your documents. For pets arriving from low-risk countries like France, the process is efficient. No quarantine is required for compliant arrivals.
Flying Paris to Kigali: the Brussels connection
The most practical routing for pet cargo from France to Rwanda uses the Brussels Airlines network. CDG connects to Brussels (BRU) within the Air France-KLM group, and Brussels Airlines operates BRU-KGL direct as part of its established East Africa network.
Brussels Airlines has long-standing relationships with cargo handlers in East Africa and a good track record on live animal transport. The BRU-KGL leg is a direct overnight service, which is manageable for most healthy dogs and cats.
Ethiopian Airlines via Addis Ababa (ADD) is an alternative with good live animal cargo procedures and an extensive African network. The CDG-ADD-KGL routing is slightly longer but reliably operated. Either option works; your choice may depend on flight availability and cargo space at the time of booking.
DGAL documentation: staying inside the 10-day window
France’s health certificate process is well established and not complicated. Your DGAL-authorised official vet issues the certificate after a pre-travel examination. The DDPP in your department then endorses it. The certificate is typically valid when issued within 10 days of travel.
The practical challenge is timing the vet appointment and DDPP endorsement to land in that window while coordinating with your Rwanda permit and flight booking. Work backwards from your travel date: identify the earliest and latest acceptable vet appointment dates, book accordingly, and allow a day or two for DDPP endorsement.
If you are in Paris, your DDPP is the Direction Departementale de la Protection des Populations de Paris. Other departments have their own DDPP. Your vet will typically be familiar with the endorsement process and can advise on the local timeline.
