The UK maintains a list of approved third countries and territories from which pets may enter without a titre test or post-vaccination waiting period. Hong Kong is on this list. This means that unlike pets from China, Vietnam, or Thailand (which all require a titre test and a 90-day EU waiting period for EU entry), pets from Hong Kong can enter the UK on the basis of a current rabies vaccination, microchip, and UK-format AHC. Dogs must have a tapeworm treatment administered by a vet 1-5 days before UK arrival. The treatment (praziquantel or equivalent) must be recorded in the health certificate by the treating vet, with the exact date and time of administration. The UK Border Force inspects this at entry; the timing window is strict. Cats are not subject to the tapeworm requirement.
AFCD export licence and AHC: the Hong Kong process
AFCD requires a live animal export licence for all pets leaving Hong Kong. Apply online via the AFCD licensing portal. Allow 2-3 weeks for processing. Once the licence is in place, the health certificate is issued by an APHA-listed official vet in Hong Kong in UK AHC format, endorsed by AFCD. The AHC must be issued within 10 days of UK arrival. The tapeworm treatment for dogs must also fall within the 1-5 day window before UK arrival, so coordinate the vet appointment carefully.
