UAE import requirements for pets from India
UAE pet import rules are managed at both federal and emirate level. At the federal level, MOCCAE (Ministry of Climate Change and Environment) sets the overarching framework. At the emirate level, Dubai Municipality handles permits for Dubai arrivals, while ADAFSA (Abu Dhabi Agriculture and Food Safety Authority) manages Abu Dhabi. Apply to the relevant authority for your destination emirate.
The import permit must be obtained before travel. Allow 1-2 weeks for processing, but apply earlier if possible. The permit specifies that your pet must arrive with a valid microchip, current rabies vaccination, and a passing titre test result. India’s high-risk classification for rabies means the titre test is mandatory; this is not a rule that applies only to certain breeds or ages. All dogs and cats from India require it. On arrival at Dubai International Airport (DXB) or Abu Dhabi International Airport (AUH), your pet will be inspected by veterinary officers. They will check the microchip, verify the import permit, review the health certificate and titre test results, and confirm vaccination records. Pets arriving with incomplete documentation may be held in the airport facility at the owner’s expense while the issue is resolved. All paperwork must be in order before you travel.
Titre test: what it involves and how to plan around it
The rabies titre test is a blood test that measures the level of rabies antibodies in your pet. A sample is drawn from your pet by your vet in India and sent to a UAE-accepted laboratory for analysis. The blood draw cannot happen until at least 30 days after the rabies vaccination, so the vaccination must be given first (after microchipping). Results typically take 2-4 weeks. A passing result is 0.5 IU/ml or above.
Unlike the UK’s titre test pathway, there is no mandatory waiting period after a passing UAE titre test result. Once you have the passing result, you can proceed with the import permit application and finalise your travel date. This makes the UAE pathway considerably faster than the UK route, even though both require a titre test from India.
If the titre test result is below 0.5 IU/ml, your vet will advise on re-vaccination or boosting, followed by another titre test at least 30 days later. A failed result adds at minimum 6-8 weeks to the timeline. Test early to allow time for a second attempt if needed.
The Gulf summer embargo: timing your India-UAE pet move
This is one of the most practically important factors for this route. Emirates SkyCargo, the most direct and commonly used carrier for India-UAE pet transport, suspends live animal cargo during the Gulf summer due to extreme ground and hold temperatures. The embargo typically runs from approximately May to September, though exact dates vary by year and route. Etihad Cargo and Air India Cargo operate similar restrictions.
If your relocation date falls within the summer months, you have two options: adjust your travel date to October-April, or find an alternative routing that avoids the Gulf during the hottest periods. Some owners use northern European hub routes (via Frankfurt or Amsterdam) during summer, but this adds significant journey time and the aircraft still lands in the Gulf heat.
The most straightforward approach is to plan for an October-April travel window. For families with a fixed relocation date in summer, a pet transport agent can advise on whether any carrier will accept pets on the specific route and date, or whether temporary arrangements for the pet in India are necessary until the embargoes lift.
