There is no EU-designated rabies titre laboratory in Indonesia. The blood sample must be flown to a designated laboratory abroad, which adds weeks and puts the 3-month clock at the mercy of a courier. A lost or failed sample restarts the whole wait.
Garuda Indonesia does not carry live mammals on international flights, removing the obvious national carrier. Plan a hub carrier from the start.
Every routing transits a second country, and Jakarta, Doha, Dubai and Singapore are all hot. Snub-nosed breeds face refusals at several points in the chain.

Sequencing a test you cannot run at home
Microchip first, then the rabies vaccination at 12 weeks or older, then a minimum 30-day gap before the blood draw. The sample needs a result of at least 0.5 IU/ml from an EU-designated laboratory, and since Indonesia has none, your vet arranges international shipment, typically to Europe.
Build slack into that step rather than the ones after it. The 3-month clock starts on the draw date, so a courier delay does not extend your wait, but a spoiled or rejected sample means drawing again and starting the three months over. Ask your vet how they package and ship serum, and whether they have done it for an EU-bound pet before.
The Indonesian export step is comparatively light: notify the agricultural quarantine service at least two days before departure through the PPK system, present the animal for examination, and collect the health certificate issued as form KH-11. Quarantine observation can technically run up to 14 days, though a healthy, documented animal is usually cleared the same day. Note that this detail comes from the government services portal rather than the quarantine agency’s own pages, which were unreachable when we checked, so confirm the current process locally.
Flying out when the flag carrier says no
Garuda Indonesia does not accept live mammals on international flights. Its pet carriage is limited to domestic sectors under two hours. That removes the airline most Indonesian owners would think of first.
What remains is a hub routing, and there is no nonstop from Jakarta to Germany in any case: the corridor is served by around 25 airlines across 15 one-stop combinations, with the fastest total journey a little over 16 hours. Qatar Airways via Doha is the most used for animals, with one rule worth knowing before you build an itinerary: Qatar will not accept an animal connecting from another airline’s flight, so the entire journey must be on its own aircraft. Singapore Airlines via Changi and Emirates SkyCargo via Dubai are the main alternatives, the latter as pure cargo since Emirates checked-baggage carriage requires a Dubai origin.
Every option puts the animal through a transit stop in high ambient heat. For a snub-nosed breed the combination of Indonesian heat, Gulf heat and carrier restrictions often makes the move impractical outside the cooler months, and Qatar’s year-round refusal of brachycephalic animals as checked baggage is explicit.
