Why the 90-Day Wait Applies to Israel
The UK divides the world into listed and non-listed countries for pet imports. Countries with recognised rabies-control programmes and bilateral agreements sit on the UK’s listed countries register; pets from these countries can enter without a titre test. Israel, despite having a well-controlled rabies situation, is not on this register.
For pets arriving from Israel, the UK requires a FAVN (Fluorescent Antibody Virus Neutralisation) titre test. The blood sample must be drawn at least 30 days after the most recent rabies vaccination and tested at an APHA-approved laboratory. The result must reach at least 0.5 IU/ml. Once a passing result is confirmed, a 90-day wait begins before the pet can travel to the UK.

Adding the 30-day pre-draw wait and the laboratory turnaround of two to three weeks, you are already at seven to eight weeks before the 90-day clock starts. The minimum realistic timeline from first vaccination to travel is around five months.
During the 90-day wait, your pet’s rabies vaccination must remain valid. If it lapses, the count does not pause; you would need to revaccinate and retest. Use the waiting period to book cargo space, source the IATA kennel, and pre-notify the Heathrow Animal Reception Centre.
The El Al and British Airways Cargo Route
The flight distance between Tel Aviv Ben Gurion Airport (TLV) and London Heathrow (LHR) is short by international standards, around four to five hours direct. Both El Al and British Airways operate direct services on this route and accept pets as cargo. Neither airline accepts pets in the cabin on this route; all animals travel in the cargo hold as manifest cargo shipments.
El Al cargo and IAG Cargo (which handles British Airways cargo) both require bookings well in advance, typically four to six weeks. Confirm live animal acceptance for the specific scheduled flight, as not every aircraft configuration accommodates live animals in the hold. You will need to provide the IATA kennel dimensions and the pet’s weight with the booking.
The IATA kennel must meet LAR (Live Animals Regulations) standards: appropriate size for the animal to stand, turn, and lie down; secure fastenings; ventilation on at least three sides; water and food fitments. Kennels that do not meet IATA standards will be refused at check-in.
On the UK side, the cargo arrives at Heathrow’s cargo terminal. The airline’s live animal handling staff transfer the shipment to the Animal Reception Centre (ARC), where APHA personnel conduct the inspection. The whole process from landing to release typically takes one to two hours for compliant arrivals.
Heathrow Animal Reception Centre: What to Expect
The Heathrow Animal Reception Centre (ARC) is the only entry point for pets arriving by air from non-listed countries. All pets from Israel must arrive at Heathrow; other UK airports cannot process non-listed country arrivals.
Pre-notification is mandatory. You or your agent must notify the ARC before travel with the full shipment details: pet species, breed, microchip number, flight details, and the documentation accompanying the animal. The ARC will confirm the booking and provide instructions on timing.
On arrival, APHA inspectors at the ARC check the microchip number (scanned directly on the animal), the rabies vaccination certificate, the FAVN titre test result (including the date arithmetic confirming the 90-day wait has elapsed), and the Israeli MOARD health certificate. The ARC fee is currently around GBP 285 per consignment. Compliant arrivals are generally released within one to two hours.
