Pets from rabies-free countries including Japan can ONLY enter Indonesia through Jakarta (Soekarno-Hatta Airport). Bali, Surabaya, and other ports are not approved entry points for pets from rabies-free countries. Confirm your destination is accessible from Jakarta before booking.
A minimum 14-day quarantine at a BARANTAN facility in Jakarta is required. This is non-negotiable. Plan your arrival in Indonesia with the quarantine period factored into your timeline.
The BARANTAN import permit must be obtained before travel. Without it, your pet cannot be cleared at the Jakarta port of entry.
Japan is rabies-free, but the health certificate must explicitly state that the area of origin had no rabies cases in the preceding 4 months. Ensure your AQS certificate contains this statement.

Why entry is restricted to Jakarta and what that means for your move
Indonesia separates its territory into rabies-free and rabies-affected zones. Most of the Indonesian archipelago has rabies in its wildlife and dog populations. Bali has had significant rabies control issues in recent years. Because pets from rabies-free countries like Japan might become vectors for rabies if the protocol is not carefully controlled, Indonesia only allows them to enter through Jakarta, where proper quarantine facilities exist.
If your destination is Bali, you need to arrive in Jakarta, complete the 14-day quarantine, and then arrange onward domestic travel. If your destination is elsewhere in Indonesia, check whether you can receive a pet from Jakarta via domestic air travel, and confirm that your destination province is within the BARANTAN-approved handling zone.
The BARANTAN process on arrival
BARANTAN (Badan Karantina Pertanian, the Agricultural Quarantine Agency) manages the Jakarta quarantine facility at Soekarno-Hatta Airport. On arrival, your pet is taken to the facility while you complete documentation.
For Japan-origin pets (rabies-free category), the quarantine is a minimum of 14 days. The facility inspects the pet daily. If the pet remains healthy throughout, it is released at the end of the quarantine period with a BARANTAN clearance certificate.
Visit the quarantine facility before or after the quarantine period is possible in some cases; confirm with BARANTAN in advance whether you can visit during the quarantine. The facility is accredited and the standard of care is generally adequate, but it varies. Bringing familiar bedding and toys within BARANTAN’s rules can help your pet settle.
The Japan-side process: AQS export inspection
MAFF’s Animal Quarantine Service is straightforward. Apply via the NACCS system online at least 10 days before your preferred inspection date. Bring your pet to the airport cargo facility on inspection day. The AQS officer checks the microchip, reviews the vaccination and health records, confirms the pet appears healthy and that no rabies has been reported in the area in the past 4 months, and issues the export certificate.
The certificate specifically needs to state the area of origin is rabies-free and has had no rabies in the past 4 months. This is Japan’s standard AQS certificate, which includes these statements by default.
