Costs

What this route typically costs

FAVN titre test Japan: JPY 20,000-50,000
MAFF health certificate: JPY 10,000-25,000
JAL or ITA cargo NRT to FCO: USD 1,000-2,500
Professional relocation agent Japan: USD 600-1,400

Critical points

Japan's rabies-free status does not exempt Japanese pets from EU non-listed country rules. The FAVN test and 90-day wait are mandatory.

JAL cargo has specific crate size and breed restrictions. Brachycephalic breeds (French Bulldog, Shih Tzu, Pekingese) may be restricted on long-haul cargo segments.

Italy's Ministero della Salute inspection at FCO is thorough. All original documents must travel in carry-on, not hold luggage.

The microchip must pre-date the first rabies vaccination. If implanted after, the vaccination history is void for EU purposes.

All three routes are equally demanding from a regulatory standpoint. The FAVN titre test and 90-day wait apply uniformly to Japan-origin pets arriving at any EU or OSAV-governed destination. There is no lighter pathway to any of these European destinations from Japan.

The differences are at destination level. Italy has no national breed ban, which is an advantage for owners of mixed breeds or large breeds. Portugal’s Lei 9/2009 lists several restricted breeds requiring special licensing. Switzerland applies cantonal-level restrictions, so requirements vary by canton.

On airline access, Japan to Italy benefits from JAL’s direct NRT-FCO service. Japan to Portugal and Japan to Switzerland require connections for most travellers, adding transit time and coordination complexity. If simplicity of the flight journey matters to you, Italy has an advantage on this axis.

What Japanese owners need to know about the EU titre test process

Japanese veterinary practices that serve expatriate clients are generally well-acquainted with EU pet import requirements. The FAVN titre test is a routine procedure at clinics in Tokyo, Osaka, and other major cities. What owners sometimes underestimate is the sequential nature of the waiting periods.

First: the microchip must pre-date the first rabies vaccination. This is an EU rule with no flexibility. If your dog was chipped after its first rabies shot, the vaccination history is invalid for EU purposes. You would need to start the vaccination protocol fresh from the chip date.

Second: the blood draw must happen at least 30 days after the primary (first-time) rabies vaccination. For dogs with established vaccination histories, this wait is already in the past. For dogs receiving their first vaccination, build in the 30-day minimum.

Third: once the blood is sent to an EU-approved lab and a passing result (0.5 IU/ml or above) comes back, the 90-day wait begins. This is a hard calendar count. It cannot be shortened by additional vaccinations, booster shots, or retesting.

Keep all original lab reports and vaccination certificates. Italian Ministero della Salute inspectors at Rome Fiumicino will check every document and may request to see the original lab report in addition to the health certificate summary. Photocopies are not acceptable at the border.

JAL cargo and the Rome arrival experience

Japan Airlines operates a direct service from Tokyo Narita (NRT) to Rome Fiumicino (FCO), which is the most convenient routing for Japan-to-Italy pet moves. JAL accepts pets as cargo in the climate-controlled hold. The flight time is approximately 14 hours.

JAL’s live animal handling at NRT is handled through JAL Cargo’s dedicated team. They will check crate dimensions against IATA Live Animal Regulations, confirm the health certificate, and ensure the animal is settled before loading. A crate that meets IATA standards for the pet’s size is mandatory: the pet must be able to stand, turn, and lie down without touching the walls or roof.

One important note on JAL’s restricted breed policy: Japanese brachycephalic breeds including Shih Tzu, Pekingese and Lhasa Apso may face restrictions on long-haul cargo routes depending on the season. Check JAL’s current restricted breed list and any seasonal embargoes before booking.

At Rome Fiumicino, the Italian Ministero della Salute border inspection post handles live animal arrivals. Processing takes one to two hours. Once cleared, your pet is released to you at the airport’s live animal collection point. Bring original documents in carry-on luggage and allow sufficient time post-arrival for the inspection process.

Budget JPY 20,000-50,000 for the titre test, JPY 10,000-25,000 for the MAFF health certificate, and USD 1,000-2,500 for JAL cargo. Agent fees in Japan run USD 600-1,400 and are worth the cost on a route with this many coordinated steps.

FAQ

Common questions about this route

No. The EU applies the non-listed country process to Japan regardless of Japan’s disease-free record. The FAVN titre test and 90-day wait are mandatory for Japan-origin pets entering Italy.
Italy has no national breed ban. Japanese breeds and most other breeds are not restricted at the national border. Some local Italian municipalities may have their own rules, but these apply to residency rather than entry.
Yes, if your dog is travelling as cargo. Your pet will be loaded separately in the hold. For small dogs that fit in an approved under-seat carrier, in-cabin travel may be available on some JAL routes. Check JAL’s current policy for transatlantic and long-haul cabin pet rules.
If the microchip number on the health certificate does not match the scanner reading at the Italian border, your pet may be held until the discrepancy is resolved. Always have your vet test the chip with multiple scanners before issuing any certificate.
A large dog typically costs JPY 20,000-50,000 for the titre test, JPY 10,000-25,000 for the health certificate, and USD 1,000-2,500 for air cargo, plus USD 600-1,400 for agent support. Total is approximately USD 2,500-5,000 depending on the size of the dog.
