If BICON shows Malaysia as a DAFF Group 2 or Group 3 approved country, a direct move from Kuala Lumpur to Melbourne is possible, subject to meeting all group-specific documentation and health requirements. Malaysia Airlines operates direct flights from KUL to MEL, which makes the logistics simpler if the approval pathway is open.

If BICON shows Malaysia as non-approved, the staged move via Singapore applies. Singapore is DAFF Group 2 (rabies-free) and is a natural choice given the proximity and strong air connections between Kuala Lumpur and Singapore.

The staged move via Singapore (if non-approved pathway applies)

If Malaysia is confirmed non-approved, your pet must reside continuously in a DAFF-approved country for at least 180 days before export to Australia. Singapore is the most practical choice from Malaysia: the flight is under an hour, Malaysia Airlines and Firefly both operate KUL to SIN, and Singapore Airlines provides excellent cargo connections to Sydney and Melbourne.

Pets arriving in Singapore from Malaysia (Schedule III under Singapore’s AVS rules) need a rabies vaccination, a FAVN titre test (0.5 IU/ml minimum), an AVS import licence, and 30-day quarantine at the Animal Quarantine Centre. After the 30-day quarantine, the pet stays in Singapore for at least another 150 days to complete the 180-day DAFF residency requirement. During this period, apply for the DAFF BICON import permit (AUD 420, 20-30 days processing) and pre-book Mickleham.

From Singapore to Mickleham: the final stage

Once the Singapore residency is complete, the pet travels to Australia as a Group 2 (Singapore-origin) import. No RNATT titre test is required for this leg. The documentation package is: DAFF-format health certificate (issued in Singapore within 5 days of travel), DAFF import permit, and Mickleham booking confirmation.

Singapore Airlines and Qantas both operate strong cargo services from Changi to Sydney and Melbourne. Book cargo space 6 to 8 weeks ahead. All pets arriving in Australia, regardless of which city they land in, are transferred to Mickleham in Melbourne for the 10-day mandatory quarantine. Mickleham is the only DAFF-approved facility in Australia.
