Critical points to read before you book

The AQCS NOC must be obtained before the pet departs Malaysia. A pet arriving in India without an NOC will be held at the airport while the paperwork is resolved.

India only accepts pets at airports with AQCS stations: Delhi, Mumbai, Chennai, Kolkata and Hyderabad. Route the cargo accordingly.

Malaysia is rabies-endemic. The DVS health certificate should clearly state the animal's vaccination history. India's AQCS officers scrutinise documents from endemic-country origins carefully.

The 15-day quarantine is at the AQCS facility, not at a private kennel. Confirm visiting hours with your destination AQCS station in advance.

Do not confuse the Malaysian DVS export process with a travel document. The Indian AQCS NOC is the import-side document and must be arranged separately.

This is not a document you collect at the airport; it must be obtained before the pet’s flight departs Malaysia. Processing takes approximately five working days.

Apply to the AQCS station at your intended Indian arrival airport: Delhi, Mumbai, Chennai, Kolkata or Hyderabad. Your application should include the pet’s vaccination records, microchip details, DVS health certificate draft, and intended travel date. Working with an Indian-based pet relocation agent streamlines this step, as they typically have established AQCS relationships and know what each station requires.

If the NOC is not in place when the cargo arrives, the pet is detained at the airport while the paperwork is resolved. This adds stress for the animal and unexpected costs for you. Plan the NOC application as the first India-side step, not the last.

15-day quarantine at AQCS: what to expect

On arrival in India, the pet goes directly to the AQCS quarantine facility at the entry airport. The 15-day period begins immediately. AQCS officers inspect the DVS health certificate, vaccination records and NOC at intake. If all documentation is in order, the 15-day observation proceeds normally.

The quarantine facility is a government-run station. It is not a private boarding kennel, but the animals are housed, fed and observed by AQCS veterinary staff. Some facilities allow owner visits during specified hours; confirm this directly with the relevant AQCS station (Delhi, Mumbai, Chennai, Kolkata or Hyderabad) before travel.

If AQCS officers have any health concerns during the 15-day period, the stay can be extended to 30 days. This is relatively uncommon for pets arriving with complete documentation and a recent clean bill of health from the DVS vet in Malaysia.

Airlines from Kuala Lumpur to Delhi and Mumbai

Malaysia Airlines and Air India both operate direct services from KLIA (KUL) to Delhi Indira Gandhi (DEL) and Mumbai Chhatrapati Shivaji Maharaj (BOM). These are the two practical cargo choices for this route. MASKargo (Malaysia Airlines’ cargo division) has established procedures for live animal shipments and is a reliable option if booked in advance.

AirAsia operates KUL to Indian cities but does not offer cargo services suited for pet relocation on international routes. Stick with Malaysia Airlines or Air India.

For small dogs and cats, some cabin options may be available depending on airline size limits. Confirm directly with the passenger service team. For medium and large dogs, hold cargo is the standard approach. An IATA-compliant rigid crate is required on both carriers. Book cargo space four to six weeks ahead, particularly for large crates.
