The SPSIC process from Malaysia
The SPSIC (Sanitary and Phytosanitary Import Clearance) is the Philippines’ import clearance system for live animals, managed by the Bureau of Animal Industry (BAI). You apply online before travel with your pet’s vaccination records, microchip registration and a photograph.
For pets from Malaysia (a rabies-endemic country), the rabies vaccination must be complete at least 14 days before you submit the SPSIC application. BAI reviews the application and typically responds within two to three weeks. Once issued, the SPSIC is valid for two months.
The 2-month validity window is important. Confirm your travel date before applying; if your date slips beyond the window, you must reapply. BAI also limits each SPSIC to a maximum of three pets. If you are relocating more than three animals, you need separate applications for the additional pets.
Quarantine at Manila's BAI facility: 30 days
All pets arriving from Malaysia at Manila Ninoy Aquino International Airport (NAIA) go through BAI’s quarantine facility. The 30-day period starts on arrival. BAI officers check the SPSIC, DVS health certificate and vaccination records at intake.
The quarantine facility is a government station, not a commercial kennel. BAI staff monitor the animals’ health throughout. Contact the BAI quarantine office directly to find out what visiting arrangements apply at the time of your pet’s stay.
BAI quarantine fees run approximately PHP 15,000-30,000 for 30 days depending on species and size. This is a fixed cost on this route. Factor it into your budget from the start rather than discovering it on arrival.
Airlines on the Malaysia-Philippines corridor
Philippine Airlines operates a direct service between Kuala Lumpur International Airport (KLIA) and Manila Ninoy Aquino International Airport (NAIA). It is the most straightforward carrier for this route because it serves both endpoints without a connection and has established procedures for cargo arrivals at NAIA.
AirAsia operates KLIA to Manila routes and may offer cargo services on this corridor. Confirm with AirAsia Cargo directly whether live animal cargo is available and what size limits apply. Not all AirAsia international routes accept animals.
For smaller dogs and cats, explore whether any carrier on this route allows in-cabin travel in an approved carrier. Current size and weight limits vary by airline. For medium and large dogs, hold cargo is the only option on this corridor.
