Blood drawn at least 30 days after rabies vaccination. Minimum result 0.5 IU/ml. Test must be done at a DVS-approved laboratory. Test must be taken at least 3 months before entry into Malaysia. Results valid for 12 months. Source: Malaysia DVS, 2026.
Quarantine
Minimum 7-day quarantine at a DVS facility on arrival for pets from non-schedule countries. Mexico is not on Malaysia's Schedule 1 or 2 list, so minimum quarantine applies. Quarantine period can be extended by the DVS based on risk assessment. Source: Malaysia DVS (dvs.gov.my), 2026.

Critical points

The 3-month gap between the RNATT titre test date and Malaysia entry is a firm requirement. Plan your timeline from the blood draw date, not the test result date. Allow 10-14 days for laboratory results, then count 3 months from the blood draw date.

Individual pet owners cannot submit DVS import permit applications directly. You must use a licensed Malaysian pet import agent. Budget for agent fees as part of the overall move cost.

The 3-month titre test requirement: working out your timeline

The RNATT (Rabies Neutralising Antibody Titre Test) is the document that sets the entire Mexico-to-Malaysia timeline. Blood must be drawn at least 30 days after the rabies vaccination, and the test result date must be at least 3 months before entry into Malaysia.

Working backwards from a travel date: if you want to arrive in Malaysia on 1 November, the blood draw must have happened by 1 August at the latest (3 months before). The rabies vaccination must have been given by 1 July at the latest (30 days before the blood draw). That gives a minimum preparation window of around 4-5 months from first vet visit to Malaysia entry.

The test must be carried out at a DVS-approved laboratory. Results are valid for 12 months from the blood draw date, which gives you some flexibility once the test is done.

Malaysia's Schedule 1 countries and why Mexico is not on the list

Malaysia’s DVS operates a classification system for pet imports. Schedule 1 countries (UK, Ireland, Sweden, Australia, New Zealand, Japan, Brunei, Singapore) face no quarantine requirement, as their rabies-free status and import controls satisfy Malaysia’s requirements.

Mexico is not on the Schedule 1 or Schedule 2 list. Pets from Mexico are classified as non-schedule country arrivals and face a minimum 7-day quarantine at a DVS facility plus the RNATT titre test requirement. The quarantine can extend beyond 7 days based on a DVS risk assessment.

If you are comparing destinations for a long-distance move, this distinction matters. Some Southeast Asian destinations have significantly more complex import processes than others.

FAQ

Common questions about this route

At minimum 5 months. The RNATT titre test blood must be drawn at least 3 months before Malaysia entry, and the rabies vaccination must precede the blood draw by at least 30 days. Add time for DVS permit processing and health certificate issuance. Do not start the process without this lead time in mind.
No. Malaysia’s DVS requires all import permit applications to be submitted through a licensed pet import agent. Individual owners cannot apply directly. Find a licensed Malaysian pet import agent who can handle the DVS application on your behalf. Budget for agent fees as part of the overall cost.
The RNATT titre test requirement applies to pets from non-rabies-free countries, which includes Mexico. The DVS requirement applies to both dogs and cats from Mexico.
