What does QIAS quarantine mean for a pet from Mexico, and what is the process?
South Korea’s Quarantine Inspection and Animal Statistics (QIAS) authority categorises countries by their rabies risk. Mexico is not classified as rabies-free, which means pets from Mexico are automatically subject to an on-arrival quarantine inspection at Incheon International Airport.
The quarantine period for pets from rabies-endemic countries such as Mexico is 5 to 10 days at the QIAS facility at Incheon. During this time, QIAS vets conduct a physical examination, check all documentation, verify the microchip, and review the FAVN titre test results. Once cleared, your pet is released.
There is no way to waive this quarantine. It applies regardless of how perfect your documentation is and regardless of your pet’s vaccination history. The only variable is whether the inspection completes in 5 days or takes up to 10 days.
Plan your arrival in South Korea with the quarantine in mind. Many families arrange to arrive before their pet so they can settle in and collect the pet from the QIAS facility once it is released. Others prefer to have a transport agent in South Korea manage the collection on their behalf.
What is different about the Korean health certificate compared to EU format?
This is one of the most common documentation errors on routes that involve both EU and South Korean destinations. If you are moving to South Korea after having previously relocated pets within the EU, you may assume the EU Annex IV format certificate works everywhere. It does not.
South Korea’s QIAS requires a specific Korean health certificate format. This document has fields and requirements that are different from the EU template. The certificate must be completed by a SENASICA-registered vet in Mexico using the Korean import template, and endorsed by SENASICA.
If the wrong certificate format arrives at Incheon, QIAS will reject it. This causes delays in releasing your pet from the facility and may result in an extended quarantine while correct documentation is obtained. Using a vet or transport agent who is familiar with Korean QIAS requirements is strongly recommended. Do not assume your vet knows the Korean format unless you have confirmed it.
Airlines and cargo for Mexico to South Korea
The Mexico to South Korea route requires at least one connection. Korean Air Cargo is a strong option, operating connections from Mexico City to Incheon (ICN). Korean Air Cargo staff are experienced with QIAS documentation requirements, which helps the arrival process.
Aeromexico can connect to Korean Air cargo through partner arrangements. JAL Cargo via Tokyo Narita is another routing option, though this adds a Japan transit point to the journey.
Cargo costs from Mexico to Incheon typically run USD 1,400-3,000. This is a long-haul trans-Pacific route, so costs are higher than the Mexico to Japan range. Add the FAVN titre test, SENASICA documentation, QIAS quarantine fees, vet costs, and crate, and total costs are typically USD 2,500-5,000 for most pets.
SENASICA endorsement takes 3-7 working days. Plan the health certificate appointment to allow sufficient time for endorsement processing before the cargo flight. The certificate is valid for 10 days from issue.
