Pet Transport from Oman to India

Look at the map of Muscat’s Indian services and the mismatch is stark.

Mumbai (146 flights a month), Delhi (92), Hyderabad (93), Chennai (48) and Bengaluru (44) are all nonstop from Muscat and all approved. Kochi (124), Kozhikode (91), Thiruvananthapuram (57), Lucknow (53), Kannur (18) and Jaipur (13) are all nonstop and none of them approved.

A Malayali family relocating to Kochi therefore cannot fly the pet home with them. The animal has to enter at Bengaluru, Chennai or Hyderabad, clear AQCS there, and then move on by road or on a domestic sector. Bengaluru is usually the choice for northern Kerala and Chennai for the east, but the deciding factor is normally who is available to meet the flight, because the pet cannot clear itself.

Plan the road leg before you book anything. It is not a detail. It adds a day, a driver and a second handling of an animal that has already flown, and it is far easier to arrange from Muscat in advance than from an arrivals hall in Bengaluru.

Kolkata is the mirror image of the same problem: approved, but with no Muscat nonstop, so it needs a connection.

India’s pet import rules are origin-neutral. AQCS names no countries and publishes no country-specific protocols, and there is no rabies-free-origin fast track, because India is itself rabies-endemic. Coming from Oman changes nothing about the requirements, and no AQCS page lists any attestation or legalisation requirement for the Omani certificate.

The baggage-rule route allows up to two dogs or cats per owner, on proof of two years of stay abroad and proof of transferring residence to India. The rabies vaccination must have been given more than one month and within twelve months before embarkation, so a freshly vaccinated pet has a hard floor of one month and a day before it can travel.

The certificate is where moves fail. India wants the official health certificate to state that a dog is free from clinical signs of rabies, canine distemper, parvovirus infection and leptospirosis, or that a cat is free from rabies, distemper, feline enteritis, feline panleukopenia and leptospirosis. AQCS retains the original at examination and issues clearance against it. A generic Omani certificate that omits parvovirus or leptospirosis is the most likely single point of failure on the whole route, so give your vet the exact wording rather than asking for a health certificate for India.

Two more details worth getting right. The owner’s name on the certificate must match the travel documents. And the Advance No Objection Certificate has to be applied for at least seven working days before embarkation, with the appointment confirmed with the destination station officer about a week out. It is issued within one working day and the airline will not board the pet without it. On the fee, AQCS contradicts itself: its standard operating procedure says no charge is levied for pet NOCs, while its published FAQ quotes Rs 1,000 per application. Ask your station when you apply and be ready to pay.

Oman Air is blunt about the cabin: pets cannot be considered part of the baggage allowance nor carried in the cabin. On the busiest Gulf to India corridor for Omani residents, in-cabin travel does not exist.

Its hold rules run in three kennel bands. Small to 23kg with combined dimensions to 203cm, medium to 45kg and 250cm, large to 75kg and 292cm. Kennels must be fibreglass or rigid plastic, never wood or metal, with a centralised locking system and bolted joins. Book through the local sales office 24 to 48 hours after ticketing, with up to two kennels per passenger subject to hold capacity.

The fees are published in US dollars, and India sits in Oman Air’s Indian Subcontinent band, which is its cheapest international band: 150 USD small, 250 USD medium, 438 USD large. Europe on the identical kennel is 219, 375 and 750. Because the rial has been pegged at USD 2.6008 since 1986, those dollar figures convert to stable rial amounts of roughly OMR 57.7, 96.1 and 168.4 and do not drift with the market, which makes this one of the few international pet routes you can budget exactly.

SalamAir flies all the same Indian routes plus Jaipur and Kannur, but publishes no pet policy at all, and IndiGo’s conditions of carriage contain no live animal clause. Neither can be confirmed as carrying pets, so treat Oman Air as the only verified option and check the others directly if you need them.

The Omani side compresses into the final week. The customs export inspection application goes in two days before the animal reaches the port. The export veterinary health certificate is issued about 48 hours before departure and is valid for seven days, so there is no way to front-load it.

That short fuse matters most in summer. Oman Air publishes no seasonal or temperature embargo and no brachycephalic restriction, so neither should be asserted as fact, but the Muscat to India sector is only two to four hours and the real welfare risk is tarmac exposure at both ends between May and September. Night departures reduce it materially. For a sense of how narrow the margin is, Qatar Airways, publishing on the same climate, restricts certain breeds because they face increased risk of heat stroke when exposed to stress or temperatures above 21C.

And if a summer flight cancels, the seven-day certificate can expire before the rebooked departure, which means starting the Omani paperwork again. Build a couple of days of slack into the tail of the plan rather than the front.

One last thing that catches long-term residents: a dog that has lived in Oman for more than six months must be registered at the Quarantine and Food Safety Department at Muscat International Airport. Owners who never registered on arrival find out about it on the way out.
