Critical points
Oman is not on the UK's listed countries list. The 90-day wait after a passing titre test is mandatory. No exceptions.
The 90-day wait starts from the result date on the titre test certificate, not from the blood draw date.
Pets from Oman must arrive at London Heathrow. It is the only approved UK port of entry for air arrivals from non-listed countries.
Oman bans several breeds on import (Pitbull types, Mastiffs, Rottweilers, etc.). These are Oman import rules, not UK export restrictions, but it is worth noting the broader context.
Pets must be over 4 months old to export from Oman.
The Non-Listed Country Pathway: Why Oman Takes Longer
The UK organises pet import based on a country’s disease-control status. Countries with recognised rabies-control programmes and mutual recognition agreements sit on the UK’s listed countries register. Pets from these places can enter without a blood test. Oman is not on that register.
For pets from Oman, the UK requires a FAVN (Fluorescent Antibody Virus Neutralisation) titre test. This is a blood test that measures rabies antibody levels in your pet’s bloodstream. The sample goes to an APHA-approved laboratory, and the result must reach at least 0.5 IU/ml. If it does, a 90-day wait begins. Your pet cannot travel to the UK until those 90 days have passed.
The waiting period starts from the date printed on the titre test result, not from when the blood was drawn. Laboratory turnaround is typically two to three weeks. Add the 30-day wait between vaccination and blood draw, and you are already at seven to eight weeks before the 90-day clock even starts. Total minimum timeline: around five months from first vaccination to legal travel.
There is no way to compress the 90-day wait. It is set in UK law. What you can do is use the waiting period productively: arrange the cargo booking, source the IATA-compliant kennel, and confirm all outbound documentation with the MAFWR.
Oman's Own Export Requirements
Exporting a pet from Oman involves working with the Ministry of Agriculture, Fisheries and Water Resources (MAFWR), specifically their General Directorate of Veterinary Services. They issue the export health certificate that will accompany your pet to the UK and be checked at Heathrow.
Oman requires pets to be at least four months old to be exported. If your pet is younger than this, you will need to wait. For most families moving from Oman to the UK, the pet’s age is not an issue, but it is worth confirming if you have a young animal.
The MAFWR health certificate covers the standard items: microchip number, vaccination history, titre test results, and a declaration of fitness for travel. The certificate has a limited validity period, so time its issuance carefully relative to your travel date. Your vet in Oman will know the current format requirements for UK-bound pets.
A practical note on labs: the FAVN test sample can be drawn in Oman and couriered to an APHA-approved laboratory outside the country. Commonly used labs include the Kimron Veterinary Institute in Israel and several approved European labs. Your vet in Oman or a relocation agent can advise on the courier routing and typical turnaround times.
The Heathrow Inspection and What Happens on Arrival
Every pet arriving from a non-listed country by air must enter the UK through London Heathrow. Heathrow’s Animal Reception Centre (ARC) is staffed by APHA personnel who carry out the inspection. You cannot route your pet to Manchester, Edinburgh, or any other UK airport; Heathrow is the only option for air arrivals from Oman.
The ARC inspection covers: microchip scan, rabies vaccination record check, titre test result verification (including the date arithmetic confirming the 90-day wait has elapsed), and health certificate review. The inspection fee is currently around GBP 285 per consignment. Most inspections take one to two hours for compliant arrivals.
Your pet travels as cargo on this route. Oman Air Cargo and British Airways World Cargo both operate the Muscat to Heathrow route. Book cargo space four to eight weeks in advance and confirm live animal acceptance for the specific scheduled flight. Not every flight configuration accommodates live animals in the cargo hold.
On arrival at Heathrow’s cargo facility, the airline’s live animal handling staff coordinate with the ARC. Your pet will be brought to the ARC for inspection before being released to a UK-based representative or to you if you are meeting the shipment. If you have a family member or agent meeting the pet on your behalf, confirm they have copies of all documentation.
