The AQCS NOC: apply before leaving Manila

India’s Animal Quarantine and Certification Services (AQCS) requires a No Objection Certificate before any pet can land in the country. This must be applied for before the flight departs Manila; it is not issued on arrival.

Apply to the AQCS station at your intended Indian arrival airport: Delhi, Mumbai, Chennai, Kolkata or Hyderabad. The application includes your pet’s vaccination records (rabies and core vaccines), microchip details and the BAI health certificate draft. Processing takes approximately five working days. Apply at least two weeks before travel to have buffer time.

An Indian-based pet relocation agent can handle the AQCS application on your behalf. This is especially useful if you are unfamiliar with which AQCS station to contact or what documentation format each station prefers. The NOC is the key document that allows your pet to land; do not travel without it.

15-day quarantine at AQCS India

All pets arriving from the Philippines enter a 15-day AQCS quarantine on arrival. This is not discretionary; it applies regardless of origin. The quarantine takes place at the AQCS facility at your arrival airport, not at a private kennel.

During the quarantine, AQCS veterinary staff observe the animal’s health. If any concerns arise, the period can extend to 30 days. For most pets arriving with complete documentation and a recent clean bill of health, the 15-day standard applies.

Airlines from Manila to Delhi and Mumbai

Philippine Airlines is the natural choice for this route. It operates direct services from Manila Ninoy Aquino International Airport (NAIA/MNL) to both Delhi Indira Gandhi (DEL) and Mumbai Chhatrapati Shivaji Maharaj (BOM). Direct routing avoids transit complications and minimises the time your pet spends in transit.

Air India also operates this corridor. As a carrier with its primary hubs in Delhi and Mumbai, the arrival logistics at those airports are straightforward. Contact the cargo desks of both carriers to compare current rates, crate size limits and schedule availability for your dates.

For all pets travelling as cargo, an IATA-compliant rigid crate is mandatory. The crate must allow the pet to stand, turn and lie down without difficulty. Include a water dish, absorbent bedding and your contact details on the crate label, alongside the AQCS NOC reference number.
