Pet Transport from Philippines to Portugal
Regulations sourced from DEFRA, USDA APHIS, DAFF and other official authorities. How we source our data →
Portugal is an EU member state and applies EU Regulation 576/2013 in full. The Philippines is a non-listed country under those regulations, which means the rabies titre test and 3-month waiting period are mandatory before your pet can enter.
There are no direct Manila to Lisbon flights. Every routing involves at least one transfer – Frankfurt, Dubai, Doha, or Amsterdam are the main hub options. Good logistics planning is as important as the regulatory preparation on this route.
Allow at least 22 weeks from starting your pet’s preparation to travel day.

Portugal's pet entry requirements for non-listed countries
Portugal’s rules mirror those of every other EU member state for pets arriving from non-listed countries. The sequence is fixed: microchip, vaccination, titre test (30 days post-vaccination minimum), 3-month wait, then travel with the correct health certificate.
The DGAV (Direção-Geral de Alimentação e Veterinária) oversees pet imports. Entry is through Lisbon (LIS), which is the main Border Control Post. Porto (OPO) may accept some pet cargo imports – verify directly with DGAV before committing to a routing.
One thing worth noting about Portugal specifically: it is a popular destination for expats from Southeast Asia and has a well-organised DGAV inspection process at LIS. The inspectors are experienced with non-listed country documentation.
Routing options from Manila to Lisbon
No airline operates a direct MNL-LIS service. The main cargo routing options are via Frankfurt (Lufthansa), Dubai (Emirates), Doha (Qatar Airways), or Amsterdam (KLM, with an AMS-LIS connection).
TAP Air Portugal is worth considering for the final segment from a European hub. TAP Cargo handles live animal transport, and using a Portuguese carrier for the Lisbon leg can simplify the arrival process in terms of documentation handling and ground crew familiarity.
Whichever routing you choose, confirm that each carrier involved in your pet’s journey accepts live animal cargo on the specific segments booked. One airline declining is enough to derail the shipment.
Work with an IPATA-registered agent for this route. The multi-leg nature of the journey and the EU documentation requirements make agent support genuinely valuable.
