Critical points

No direct cargo service from Lisbon to Baku. All routings go via a hub. Turkish Airlines via Istanbul is the most practical path.

DGAV requires a registered MVO to issue the health certificate. Confirm your vet's authorisation before booking the appointment.

Azerbaijan may also accept EAEU-format certificates. If your pet will travel onward within EAEU countries, confirm the preferred format before departing Portugal.

Temperature embargoes during summer months can restrict cargo acceptance. Spring or autumn travel is preferable.

What Azerbaijan requires for Portuguese pets

Azerbaijan accepts personal companion pets from EU countries including Portugal with a valid DGAV-endorsed EU health certificate, current microchip, and up-to-date rabies vaccination. No titre test is required.

On arrival at Heydar Aliyev International Airport (GYD), Azerbaijani Ministry of Agriculture vets conduct a documentary inspection. Compliant pets are released without quarantine.

Confirm current requirements at agro.gov.az or through the Azerbaijani Embassy in Lisbon before travel.

Cargo options from Lisbon to Baku

Turkish Airlines is the most straightforward cargo option for this route. Lisbon (LIS) to Istanbul (IST) to Baku (GYD) is a single-carrier journey with established cargo facilities on both segments. Turkish Airlines Cargo accepts live animals and has experience on the Istanbul-to-Baku corridor.

Lufthansa Cargo via Frankfurt is an alternative. Connect from Lisbon to Frankfurt (via TAP or Lufthansa Europe), use Frankfurt’s Animal Lounge for the transit, then proceed to GYD via Lufthansa or a partner carrier.

AZAL (Azerbaijan Airlines) operates GYD from several European hubs but not from Lisbon directly. If you prefer AZAL’s direct Baku service, you can connect from LIS to Amsterdam or Frankfurt and pick up AZAL from there.

Getting your DGAV certificate right

The EU export health certificate for Portugal must be issued by a Médico Veterinário Oficial (MVO) registered with DGAV and then endorsed by DGAV. This two-step process takes one to three working days from the examination date for the endorsement alone.

Schedule the MVO examination within 10 days of your travel date, and factor in the endorsement processing time. If you are travelling on a Monday, a Thursday examination gives just enough time for a Friday endorsement. For greater confidence, aim for a Tuesday examination and a Friday travel date.

Find DGAV-authorised MVOs through the DGAV regional directorates listed at dgav.pt.

FAQ

Common questions about this route

No titre test is required for personal companion pets from EU member states like Portugal entering Azerbaijan. A DGAV-endorsed EU health certificate with current microchip and rabies vaccination is sufficient.
Turkish Airlines via Istanbul (IST) is the most direct and commonly used option. The LIS-IST-GYD routing is operated by Turkish Airlines Cargo, which accepts live animals on both segments.
No routine quarantine for compliant arrivals from EU countries. Azerbaijani Ministry of Agriculture vets conduct a documentary and physical inspection at GYD cargo terminal. Pets with complete documentation are released without detention.
AZAL does not fly directly from Lisbon. You would need to connect from LIS to a European hub (Amsterdam, Frankfurt) and then travel on AZAL to Baku. For simplicity, Turkish Airlines from Lisbon is generally the more convenient choice.
DGAV endorsement after the MVO examination typically takes one to three working days. Factor this into your schedule and do not leave the certificate process until the last moment before the 10-day validity window.
