EU Regulation 576/2013 lists Singapore as a recognised third country for pet movement. Singapore pets entering Spain need only a valid ISO microchip, a current rabies vaccination (21-day wait after a primary course), and the SFA-endorsed EU-format health certificate. The SFA (Singapore Food Agency) manages animal export certification in Singapore. An SFA-accredited vet issues the EU-format certificate within 10 days of travel; SFA endorses it before departure. The documentation process is well-understood in Singapore, given the city’s active international relocation community.
Hub routing to Madrid and Spain's PPP obligations
There is no direct cargo service from Singapore Changi (SIN) to Madrid Barajas (MAD). All routings involve a transfer at a European hub: KLM via Amsterdam Schiphol (AMS), Lufthansa via Frankfurt (FRA), or Air France via Paris CDG. Each hub then connects onwards to Madrid. When booking, confirm live animal acceptance on every segment, including the hub connection.
Spain’s PPP (Perro Potencialmente Peligroso) law covers Pit Bull Terrier, American Staffordshire Terrier, Rottweiler, Dogo Argentino, and similar breeds. Import is not refused at the border; Spanish customs does not apply the PPP classification at MAD. Once the dog is in Spain, however, the owner must register the dog as PPP, keep it muzzled in public, use a leash no longer than 2m, hold civil liability insurance, and obtain a PPP licence from the local municipality.
