The EU Pet Passport: what it must show

Three things need to be in order. The ISO microchip number recorded in the passport must match the chip actually in your pet when scanned. The rabies vaccination must be current and within the manufacturer’s stated validity period. And the passport must be issued by an EU-authorised vet.

France applies EU Regulation 576/2013 in full. DGAL (the French food safety authority) enforces these rules. If an inspector in Perpignan or at a motorway stop ever checks your pet, those three things are what they look at.

If the vaccination has lapsed, it’s a quick fix. Book a booster at your Spanish vet. If your pet has never been vaccinated or there was a long gap, a first vaccination in a new course requires a 21-day wait before travel. A booster within the validity of the previous vaccination takes effect immediately.

Drive, rail, or fly: the Spain-France decision

Drive: The default for most Spain-France pet moves. Barcelona to Perpignan is 1 hour 40 minutes on the AP-7. You cross the border: Spanish side, then French side: with your pet in the car, no stopping required. Madrid to San Sebasti\u00e1n is about 4 hours, then another hour to cross into France at Irun.

Rail: Barcelona to Paris on the TGV or Renfe AVE connection takes about 6.5 hours with a change at Figueres Vilafant. SNCF and Renfe both allow small pets in carriers. It’s comfortable for a calm, crated pet. Less obvious than driving for those with a larger dog.

Fly: Iberia and Air France both carry small pets in cabin on Spanish-French routes. The flights are under 2 hours, but airport check-in, security, and boarding add 2-3 hours minimum. For most Spain-France moves, driving or rail gives a better door-to-door experience for the pet.

Breed restrictions: what France applies

France operates a Categorie 1 and Categorie 2 restricted dog system. Categorie 1 dogs (fighting-type appearance, undefined breed or cross) are banned. Categorie 2 includes American Staffordshire Terriers, Staffordshire Bull Terriers, Rottweilers, and Mastiffs, these require owner registration, sterilisation, muzzle in public, and a permit.

Spain’s PPP (Perros Potencialmente Peligrosos) list is similar but not identical. If your dog is on Spain’s list, check it against France’s list specifically. Some breeds appear on one and not the other.
