Taiwan EU-listed: no titre test and the BAPHIQ health certificate process
EU Regulation 576/2013 lists Taiwan as a recognised territory for pet movement. Taiwanese pets entering Germany need only a valid ISO microchip, a current rabies vaccination (21-day wait after a primary course), and the BAPHIQ-endorsed EU-format health certificate. No titre test, no 3-month wait. Source: food.ec.europa.eu, 2026.
BAPHIQ (Bureau of Animal and Plant Health Inspection and Quarantine) operates under Taiwan’s Council of Agriculture and is the official authority for animal export health certification. A BAPHIQ-registered official vet issues the EU-format certificate within 10 days of travel; BAPHIQ endorses it before departure. Allow a few working days for the endorsement step and plan accordingly within the 10-day certificate validity window.
Flights from Taipei to Frankfurt and Germany's Bundesland breed rules
China Airlines Cargo operates from Taipei Taoyuan (TPE) to Frankfurt (FRA) and accepts live animals on this route. EVA Air connects TPE to Amsterdam Schiphol (AMS), from where connections to Frankfurt are available. Both carriers are experienced in live animal cargo transport from Taipei.
Germany bans Pit Bull Terrier and Tosa Inu at federal level. Each Bundesland then adds its own restrictions; Bavaria is the most restrictive, covering Rottweiler, American Bulldog, and a range of other breeds. The rules vary significantly from state to state. Check the specific Bundesland rules for your destination city if your breed falls into any potentially restricted category before committing to the move.
