Taiwan and the UK listed country system

One aspect of this route that surprises owners is that Taiwan’s official rabies-free status since 2013 does not automatically translate to UK listed country status. The UK Pet Travel Scheme has its own assessment process for listing countries, and Taiwan has not been granted listed country status. The practical effect is that pets from Taiwan must go through the unlisted country process: titre test, three-month wait, and AHC within 10 days of travel.

The process is: microchip before vaccination, rabies vaccination, blood draw at least 30 days after vaccination at an APHA-approved laboratory (confirming 0.5 IU/ml or above), then three full calendar months from the blood draw date. The clock runs from the blood draw, not from when results arrive.

Direct flights from Taipei to Heathrow: a practical advantage

EVA Air and China Airlines both operate direct cargo services from Taipei Taoyuan (TPE) to London Heathrow. This is a genuine advantage on this route: a direct service means no mid-journey hub transfer, no re-clearing live animal cargo through an intermediate airport, and a more predictable total journey time.

Both carriers are experienced with live animal cargo. EVA Air in particular has a strong reputation for live animal handling. Cathay Pacific via Hong Kong is an alternative if direct routing is not available on your preferred dates.

Finding an OV in Taiwan for the UK AHC

The Animal Health Certificate (AHC) must be issued by an Official Veterinarian authorised for UK pet entry. This is a specific UK document format, not simply a standard Taiwanese health certificate. OVs familiar with the UK AHC format tend to be concentrated in Taipei.

A UK-based or Taiwan-based pet transport agent can recommend vets in Taiwan who regularly handle UK AHC documentation. BAPHIQ is the Taiwanese authority that endorses the health certificate for export. Allow time before your travel date to identify and book an OV appointment, as demand can be high from the substantial expat community in Taiwan.

Taiwan achieved official rabies-free status in 2013, but this does not automatically grant UK listed country status. The UK Pet Travel Scheme assesses countries on a separate set of criteria beyond current disease status. Taiwan is currently unlisted, so the titre test and three-month wait apply. This frustrates some owners who are aware of Taiwan’s rabies record, but the regulatory requirement stands until the UK formally adds Taiwan to the listed country list.
Your vet in Taiwan can draw the blood sample. The sample needs to be sent to an APHA-approved laboratory, most of which are based in the UK or Europe. Results typically arrive within two to three weeks of the blood draw. Ask your vet or a UK-based pet transport agent which APHA-approved laboratories currently accept samples from Taiwan.
Five to seven months from start to finish. The titre test and three-month wait account for roughly four to five months of that. From the blood draw, three calendar months must pass before the pet can travel. The UK has its own breed restrictions independent of origin: XL Bully (banned from February 2024), Pit Bull Terrier, Japanese Tosa, Dogo Argentino, and Fila Brasileiro cannot enter. Most common breeds in Taiwan including Shiba Inus, Shibas, mixed breeds, and other popular companion dogs are unaffected.
