Philippines import requirements for pets from Thailand

The BAI (Bureau of Animal Industry) handles pet imports into the Philippines. For dogs and cats arriving from Thailand, the requirements are: ISO microchip, current rabies vaccination, valid DLD-endorsed health certificate, and a BAI import permit obtained before travel.

No titre test. No quarantine (for compliant pets). The BAI veterinarian at NAIA will inspect your documents and your pet on arrival. If everything is in order, you’re out within a couple of hours.

Apply for the BAI import permit as soon as your travel date is confirmed. The online application process is straightforward, but processing takes up to 2 weeks. Turning up at NAIA without a permit is a problem you do not want.

Practical advice for this route

The DLD health certificate has a 7-day validity window. Get your vet appointment booked for the week before travel. Factor in DLD endorsement time on top of the appointment – DLD does not endorse same-day.

Philippine Airlines is the most common choice for BKK-MNL pet transport. Cabin space for small pets (under 7kg with carrier) is available but must be pre-booked. If your pet is too large for cabin, PAL Cargo is reliable on this route.

Cebu Pacific and AirAsia also accept cabin pets on this route, with similar weight limits. Thai Airways is a good cargo option for larger dogs.

Bring printed originals and copies of everything: the BAI import permit, DLD export permit, DLD health certificate, vaccination records, and microchip documentation. BAI inspectors at NAIA check all of these.
