Why Turkey requires the titre test and 3-month wait
The EU distinguishes between listed and non-listed third countries for pet travel. Listed countries have animal health systems formally recognised as equivalent to EU standards. Turkey is not a listed country. This means all pets moving from Turkey to any EU member state, including Germany, must complete the titre test protocol.
The FAVN (Fluorescent Antibody Virus Neutralisation) titre test measures rabies antibodies in the blood. For it to count for EU entry, the blood must be drawn from a pet that already has a microchip implanted and a valid rabies vaccination on record. The blood draw date is the date the 3-month wait starts from, not the date results are received. If blood is drawn on 1 January, the earliest travel date is 1 April.
The test itself is processed at an EU-approved laboratory. There are EU-approved laboratories in Turkey, and your vet can advise on which ones are currently recognised. Results typically take two to four weeks. Once the 3-month wait from the blood draw date has elapsed, and the vaccination remains current, the pet is eligible for EU entry.
Start the process no later than five months before your planned travel date. If you miss the window and need to rebook, the 3-month clock does not restart unless you draw new blood.
Germany's breed restrictions: checking the Bundesland rules from Istanbul
Germany operates a two-tier breed restriction system that Turkish pet owners relocating with dogs need to research before starting the documentation process.
At the federal level, Pit Bull Terrier and Tosa Inu are banned. These apply uniformly across Germany. But beyond federal law, each of Germany’s 16 Bundeslaender has its own restricted breed list. Bavaria is the most restrictive, covering Rottweiler, Dogo Argentino, Fila Brasileiro, American Bulldog, Cane Corso, and additional breeds. North Rhine-Westphalia, Hamburg, Berlin, and other states have different lists; a breed permitted in Berlin may be restricted in Bavaria.
Turkey to Germany is the single largest pet relocation corridor from Turkey, driven by Germany’s large Turkish-origin population. A significant proportion of these moves involve Kangal, Akbash, and similar Turkish dog breeds. Kangal is not on any German federal or widely-applied Bundesland restricted list as of 2026. If your dog is a mixed breed or resembles a breed on a restricted list, the Veterinaramt (Veterinary Authority) of your destination district can advise in advance.
Research your specific destination state’s rules before beginning the titre test process. If your dog is restricted in your destination Bundesland, entry can be refused at the state level even after federal customs clearance at Frankfurt.
Turkish Airlines from Istanbul to Frankfurt: the practical cargo route
Turkish Airlines is the most natural carrier for Istanbul to Frankfurt pet moves. The airline operates multiple daily flights between Istanbul Airport (IST) and Frankfurt (FRA). Turkish Airlines Cargo accepts live animals in the pressurised, temperature-controlled hold on this route.
The flight time from Istanbul to Frankfurt is approximately four hours, making it one of the shorter transatlantic cargo journeys. This benefits pets, as shorter flight times reduce stress and the physical demands of travel.
Lufthansa Cargo is a direct alternative on the IST to FRA route, with Frankfurt as its home hub and established live animal handling on arrival. For families moving to cities other than Frankfurt, Turkish Airlines also operates cargo services from IST to Munich, Dusseldorf, Berlin, and Stuttgart, though live animal acceptance varies by specific route and aircraft type.
Book cargo four to six weeks before your travel date and confirm live animal space on your specific flight number. Turkish Airlines cargo availability on the IST-FRA route is generally strong due to high traffic between Turkey and Germany.
