Turkey bans the import of Pit Bull Terriers, Japanese Tosa, Dogo Argentinos, Staffordshire Bull Terriers (Staffordshire Terrier), and Fila Brasileiros. While these breed restrictions apply to Turkey entry, the breed ban may affect the TRGM-issued health certificate.
Turkish Airlines is one of the few international airlines allowing small pets in-cabin on routes to the UK. This is a genuine advantage for owners of small dogs and cats who prefer to keep their pet in the cabin.
The new AHC template is mandatory for UK entry from October 2026. Health certificates on the old template issued after September 2026 will not be accepted.

Why Turkey pets need a titre test for UK entry
The UK’s Pet Travel Scheme divides countries into listed and unlisted. Listed countries, such as EU member states and a range of approved non-EU countries, have equivalent rabies standards and do not require titre tests. Turkey is not on this list, which means pets from Turkey must go through the unlisted country process.
This involves: rabies vaccination, a blood draw at least 30 days after vaccination, a titre test at an APHA-approved laboratory confirming a result of 0.5 IU/ml or above, followed by a three-month wait from the date the blood was drawn. The three-month wait runs from the blood draw date itself, not from when results are received.
From vaccination to travel-ready, the minimum timeline is roughly five months. Many owners also need to factor in the time to find an Official Veterinarian in Turkey who can issue the AHC in the correct UK format.
Turkish Airlines in-cabin option
Turkish Airlines stands out on this route because it allows small pets to travel in-cabin on international routes, including services to Heathrow, Gatwick, and Manchester. The weight limit for in-cabin pets is typically 8kg including the carrier, though check current Turkish Airlines policy when booking as this can change.
For owners of small dogs and cats under the weight limit, in-cabin travel is significantly less stressful for the animal than cargo. The pet stays with you throughout the flight, which is particularly valuable on a journey of four or more hours. Brachycephalic breeds (flat-faced dogs and cats) face restrictions even for in-cabin travel on Turkish Airlines, so confirm eligibility for your specific breed before booking.

The exportfrom Turkey: straightforward paperwork
One advantage of Turkey as an origin country is the simpler export side. Unlike Saudi Arabia or Qatar, Turkey does not require an export permit for dogs and cats. The health certificate from a TRGM-authorised official veterinarian, in English or Turkish (or with a certified translation), is the main document needed for UK departure.
The certificate must be in the correct AHC format for UK entry, which is a specific template introduced as part of the UK Pet Travel Scheme. Find a vet in Turkey familiar with the UK AHC format before booking your flight, as not all Turkish vets are familiar with this specific document.
