Requirements

China entry requirements

Every item below must be in place before your pet can enter. We verify and track each one.

Microchip
ISO 11784/11785 15-digit microchip mandatory. Must be implanted before any rabies vaccinations are administered. GACC verifies on arrival at approved port.
Rabies vaccination
Two lifetime rabies vaccinations required (not just a current booster). Current vaccination must be valid within 12 months of arrival. Source: GACC, english.customs.gov.cn.
Rabies titre test
FAVN titre test mandatory. Blood draw must be at least 30 days after the second rabies vaccination. Result must be 0.5 IU/ml or above, tested at a GACC-approved laboratory. After passing, a 6-month wait applies before the pet may enter China. This is the longest single waiting period on any major international pet route.
Quarantine
30 days for dogs, 7 days for cats, at a GACC-designated quarantine facility on arrival. Owner pays quarantine costs. Pet cannot be collected until quarantine is complete and GACC issues clearance.
Import permit
GACC import permit required. Apply at least 4 months before travel. One pet per traveller only. The permit specifies the entry port, arrival date window, and the traveller's identity.
Health certificate
Official AHC in GACC-required format, endorsed by APHA in the UK. Must be issued within 14 days of arrival in China. Name on certificate must exactly match the traveller's passport.
Leaving United Kingdom

Export requirements

Export permit
No UK export permit required for personal pet exports. APHA endorsement of the AHC is the relevant UK regulatory step.
Health certificate
Animal Health Certificate (AHC) issued by an Official Veterinarian (OV) in the UK and endorsed by APHA (Animal and Plant Health Agency) within 10 days of departure. Must meet GACC-specified format for import into China.

Critical points

The 6-month wait after passing the titre test is the longest compulsory waiting period on any major pet route. It cannot be shortened or waived under any circumstances. Travel date must be at least 6 months after the titre blood draw.

The GACC import permit must be applied for at least 4 months in advance and specifies the exact entry port and a date window. If your travel plans change, you may need to apply again.

Only one pet per traveller is permitted to enter China. If you have two pets, you need two people, each with their own permit.

The microchip must be implanted before the first rabies vaccination. Vaccination history that predates microchip implantation is invalid for GACC purposes. Restart the process.

Dogs must quarantine for 30 full days in a GACC facility on arrival. You cannot take your dog home from the airport. Build quarantine costs and the emotional separation into your planning.

GACC Import Requirements: What China Demands

The General Administration of Customs of China (GACC) controls all animal imports. Its requirements for dogs and cats from the UK are among the strictest in the world. Every animal must have a 15-digit ISO microchip implanted before any vaccinations are given. The animal must have received two rabies vaccinations in its lifetime, and the current vaccination must still be valid within 12 months of arrival. A FAVN titre test must be passed at a GACC-approved laboratory, with the blood draw no sooner than 30 days after the second vaccination. The 6-month waiting period then begins from the date of that blood draw, not from the date the result arrives. Source: GACC, english.customs.gov.cn.

The GACC import permit is a separate process that runs in parallel with the vaccination and titre sequence. Applications must be submitted at least 4 months before the intended travel date, and the permit specifies the approved entry port, the owner’s name (which must match their passport exactly), and a travel date window. Approved entry ports include Beijing Capital (PEK), Shanghai Pudong (PVG), Guangzhou Baiyun (CAN), Chengdu Tianfu (TFU), Shenzhen (SZX), and Chongqing (CKG). You cannot arrive at a non-approved port. If your plans change after the permit is issued, you will need to apply again.

Only one pet per traveller is permitted. If you are relocating two pets, two people must travel with separate permits. This rule is enforced at the border and cannot be worked around. Additionally, the health certificate issued in the UK must name the same traveller as the GACC import permit. Any mismatch between the health certificate and the passport will cause a problem at the GACC inspection point on arrival.

UK Export Requirements: APHA and the Animal Health Certificate

On the UK side, the main regulatory step is the Animal Health Certificate (AHC). This document must be issued by an Official Veterinarian (OV) who is registered with APHA and familiar with the GACC requirements for China. The AHC must be endorsed by APHA within 10 days of the pet’s departure from the UK. Given the tight timing, it is worth identifying your OV and confirming their availability well before your travel date.

PetAir UK handles a significant proportion of UK-origin pet exports via British Airways cargo and is experienced with the China-specific GACC format. If you are using British Airways as your carrier, PetAir UK can coordinate the OV endorsement on the UK side as part of their service, which reduces the risk of a formatting error. The health certificate must list the microchip number, vaccination history, titre test result, and GACC import permit reference.

There is no UK export permit required for personal pet exports. The APHA endorsement of the AHC is the only UK government step. However, because APHA endorsement depends on the OV completing the certificate in the correct format, and because the format must satisfy GACC’s specific requirements, using an OV who has handled China-bound pets before is strongly recommended.

Quarantine in China: What Happens After Landing

Arrival in China does not mean your pet comes home with you. GACC places all incoming pets directly into quarantine at a designated facility. Dogs remain for 30 days; cats remain for 7 days. The owner cannot take the animal until GACC issues a clearance certificate. The quarantine facility is chosen by GACC, not by the owner, and is located near the arrival port. Costs vary by facility but typically run CNY 3,000-8,000 for a 30-day dog quarantine, covering accommodation, feeding, and veterinary monitoring.

You can generally visit your pet during quarantine, depending on the specific facility’s rules, but you cannot remove them. GACC staff carry out health checks during this period. If any health concern is identified, the quarantine period may be extended and the owner is responsible for all costs. Ensuring your pet is fully healthy before travel is therefore important both for welfare and for practical reasons.

The 30-day quarantine for dogs is one of the more difficult aspects of this route for owners who have not done it before. Planning it into the timeline from the start, both financially and emotionally, avoids it being a surprise. Some expats in China describe the quarantine period as simply part of the process; others find it distressing. Your pet is cared for professionally during this time, but it is a substantial separation after a long journey.

FAQ

Common questions about this route

The 6-month waiting period after the titre test blood draw is the main cause. This is a GACC requirement and it cannot be shortened. Add the vaccination course (typically 4-6 weeks), the 30-day wait before the titre blood draw, the time for the lab result to come back, then 6 months of waiting, and you are already at 8-9 months before factoring in the GACC permit application (4+ months) and health certificate timing. Starting early is not just advisable; it is the only way to avoid missing your move date.
Only one pet per traveller is permitted by GACC. If you have two dogs, you need two people travelling, each with their own GACC import permit, their own health certificate, and their own titre test record for each animal. This is a firm rule and cannot be worked around by creative documentation.
GACC-designated quarantine facilities near major entry ports are professionally run and meet the standards GACC requires. Your dog will be housed, fed, and given veterinary checks during the 30 days. Standards vary between facilities and between cities. Beijing and Shanghai facilities near PEK and PVG are generally well-equipped. You can usually arrange visits, though rules differ by facility. It is worth researching the specific facility at your entry port before you travel.
Potentially, but with significant complications. Both British Airways cargo and Air China Cargo have restrictions or outright bans on snub-nosed breeds due to respiratory risk in cargo holds. Some carriers make exceptions with veterinary clearance, but this varies. If your dog is a brachycephalic breed, confirm with the specific airline before beginning the 9-month preparation process. There is no point completing the GACC paperwork if your dog cannot board the aircraft.
Most people use one, and for good reason. The combination of GACC permit application, FAVN titre test coordination, UK AHC preparation in the correct GACC format, APHA endorsement timing, airline cargo booking, and quarantine facility arrangement is substantial. A specialist agent who has handled UK-to-China moves before will know the correct GACC health certificate format, which GACC-approved labs to use in the UK, and which GACC permit office to contact. Errors on this route are expensive to fix.
