UK pet passports issued in Great Britain are not valid for EU entry. The AHC from an APHA-authorised official vet, issued within 10 days of travel, is the document you need.

Why Wizz Air is not an option and what to use instead
Wizz Air operates a high-frequency, low-cost service between London Luton (LTN) and Budapest Ferenc Liszt International Airport (BUD), and it is often the first airline people consider for this corridor. For pet transport, Wizz Air is not an option: the airline does not accept pets as cargo or in the hold on any of its routes.
British Airways from Heathrow (LHR) to Budapest is the most direct pet cargo option. BA handles cargo through IAG Cargo and accepts pets as manifested cargo on the LHR-BUD route. Lufthansa Cargo via Frankfurt or Munich is an alternative, with the trade-off of a hub connection and additional transit time.
The flight from London to Budapest is short (around two and a half hours direct). The airport handling and document check are straightforward for pets arriving with correct documentation. NEBIH (the National Food Chain Safety Office) handles veterinary border controls.
Breed restrictions in Hungary: what to check
Hungary has breed-specific legislation that prohibits or restricts certain dog breeds. The affected types include Pit Bull Terriers, American Staffordshire Terriers, Dogo Argentinos, and a number of other breeds classified as dangerous under Hungarian law. Some breeds require special permits or conditions for ownership; others are outright prohibited.
If your dog is one of the affected breeds, attempting to import it without the correct clearance is likely to result in refusal of entry and significant complications. Before starting the move, confirm the current status of your dog’s breed with NEBIH (nebih.gov.hu) or through an agent with Hungary experience.
For dogs of non-restricted breeds, the process is standard EU fare: AHC, ISO microchip, current rabies vaccination with the primary course at least 21 days old. No titre test, no quarantine.
