Critical points

USDA endorsement takes 2-3 weeks.

Zagreb (ZAG) has the most consistent year-round US connections via European hubs. Split (SPU) and Dubrovnik (DBV) are busier in summer but rely on charter carriers that typically do not accept pets.

Croatia joined the Schengen Area in January 2023. EU border inspection applies at Croatian airports.

Zagreb vs Split vs Dubrovnik: arrival airport compared

Croatia has multiple international airports, and the choice of arrival point affects which carriers you can use. Zagreb International (ZAG) is the main hub with year-round connections from European staging airports via Lufthansa, Austrian, and others. It is the most reliable entry point for pet cargo and has the full border inspection infrastructure.

Split (SPU) and Dubrovnik (DBV) are significantly busier in summer but receive predominantly charter traffic. Most charter carriers do not accept pets. If your destination is the Dalmatian coast, routing to Zagreb and driving is often more reliable than attempting a direct coastal airport connection, especially for cargo-standard shipments.

The USDA endorsement and its two-to-three-week lead time

The EU-format health certificate that Croatia requires is not the standard USDA export health certificate. Your USDA-accredited vet completes the EU-specific form, and it must be submitted to the USDA APHIS State Veterinarian for official endorsement before it is valid. This endorsement step takes two to three weeks.

The treatment timings (tapeworm treatment for dogs) are added close to travel, within the treatment windows. Plan the USDA endorsement in advance, then coordinate the final treatment appointment to fall within the 24-120 hour window before Croatia arrival.

FAQ

Common questions about this route

No. Croatia is an EU member and the EU has listed the USA, so no titre test is required. A current rabies vaccination, an ISO microchip (or compatible chip with reader), tapeworm treatment for dogs, and a USDA-endorsed EU-format health certificate are needed. Source: USDA APHIS, EU Regulation, 2026.
No direct US to Croatia flights exist. All routings transit a European hub. For coastal arrivals (Split, Dubrovnik), confirm cargo pet acceptance at those airports via the European hub carrier. Charter carrier dominance in summer means Zagreb-then-drive is often more reliable for cargo pets.
New York JFK and Chicago ORD have the most options for European transatlantic connections (Lufthansa, Austrian, KLM), which then connect to Croatia. Los Angeles LAX also has good Lufthansa and Austrian connections. The hub city choice matters more than the specific US departure city.
