The 90-day wait and how to plan around it
The 90-day wait is the single most important element of the Sri Lanka timeline. It begins from the date of the titre test blood draw, not from when the result comes back. The blood draw itself must be at least 30 days after your pet’s most recent rabies vaccination. So the sequence is: vaccination, wait 30 days, blood draw, wait 90 days. That is 120 days (4 months) from vaccination to the earliest travel date.
Run the DAPH permit application in parallel. Apply to DAPH at least 3 months before travel. Since the permit is valid for 90 days once issued, time the application so the permit is still valid on your travel date. If you apply too early, the permit may expire before you travel. A target of applying 10-12 weeks before your intended departure (after the 90-day titre wait has completed) usually works well.
Embassy attestation and home quarantine
After the USDA APHIS endorsement, the health certificate must be taken to the Sri Lanka Embassy in Washington DC (or the relevant US consulate) for attestation. After arriving at Bandaranaike Airport, you sign a Quarantine Surveillance Agreement with the DAPH Quarantine Officer. Your pet then goes home with you to your Sri Lanka address, where they remain under DAPH surveillance for 30 days. DAPH officers may conduct spot checks during this period. After 30 days, DAPH issues a clearance and your pet is free.
