Overview
Sri Lanka’s pet import requirements are among the most detailed in South Asia, and the timeline is long. A titre test is required for all pets including those from the USA, followed by a mandatory 90-day waiting period. Add a 3-month DAPH permit lead time, the embassy attestation step on the health certificate, and a 30-day home quarantine on arrival, and the minimum preparation time is 6-7 months. That said, many US pet owners successfully complete this route with proper planning.

Critical points

Read before you book

⚠ The 90-day wait after the titre test is mandatory for all pets, including those from the USA. Combined with 30 days post-vaccination before the blood draw and the 3-month DAPH permit window, start preparations 6-7 months before travel.
⚠ The health certificate must be attested by the Sri Lanka Embassy in Washington DC. Without attestation, DAPH will not accept it on arrival.
⚠ 30-day home quarantine applies after arrival at Colombo. Your pet stays at your Sri Lanka home under DAPH surveillance for the full 30 days.
⚠ American Pit Bull Terriers are banned from import into Sri Lanka.
⚠ No nonstop US to Colombo flights exist. Routing via Doha (Qatar Airways) or Dubai (Emirates) is standard.

The 90-day wait and how to plan around it

The 90-day wait is the single most important element of the Sri Lanka timeline. It begins from the date of the titre test blood draw, not from when the result comes back. The blood draw itself must be at least 30 days after your pet’s most recent rabies vaccination. So the sequence is: vaccination, wait 30 days, blood draw, wait 90 days. That is 120 days (4 months) from vaccination to the earliest travel date.

Run the DAPH permit application in parallel. Apply to DAPH at least 3 months before travel. Since the permit is valid for 90 days once issued, time the application so the permit is still valid on your travel date. If you apply too early, the permit may expire before you travel. A target of applying 10-12 weeks before your intended departure (after the 90-day titre wait has completed) usually works well.

Embassy attestation and home quarantine

After the USDA APHIS endorsement, the health certificate must be taken to the Sri Lanka Embassy in Washington DC (or the relevant US consulate) for attestation. This adds the Embassy’s official authentication to the APHA-endorsed certificate. Allow several days for Embassy processing. The full chain is: vet issues certificate, USDA APHIS endorses it (2-10 business days), Embassy attests it. The final attested certificate must be issued within 14 days of travel.

After arriving at Bandaranaike Airport, you sign a Quarantine Surveillance Agreement with the DAPH Quarantine Officer. Your pet then goes home with you to your Sri Lanka address, where they remain under DAPH surveillance for 30 days. DAPH officers may conduct spot checks during this period. After 30 days, DAPH issues a clearance and your pet is free.

FAQ

Common questions

Sri Lanka’s DAPH uses the 90-day post-titre-test waiting period as an additional measure to ensure no rabies exposure has occurred between vaccination and travel. It is mandatory for all dogs and cats from all countries, including the USA. The 90-day period cannot be shortened by additional testing or re-vaccination. This is the defining constraint on the preparation timeline for this route.
Attestation by the Sri Lanka Embassy in Washington DC (or relevant consulate) authenticates the USDA APHIS endorsement on your health certificate for Sri Lankan authorities. Without it, DAPH will not accept the certificate on arrival at Colombo. Take the USDA-endorsed health certificate to the Embassy along with any required supporting documents. Check the current Embassy website for fees and processing times, as these can change.
The home quarantine means your pet stays at your Sri Lanka home address under DAPH surveillance, rather than at a government facility. At Bandaranaike Airport on arrival, you sign a Quarantine Surveillance Agreement with a DAPH Quarantine Officer, providing your home address and contact details. For 30 days, your pet should not leave the premises. DAPH may conduct unannounced checks. After 30 days with no issues, DAPH clears the quarantine in writing.
No airline currently operates nonstop flights between the US and Colombo. SriLankan Airlines connects from various US cities via the Middle East or South Asia. Qatar Airways via Doha and Emirates via Dubai are the most commonly used options for US pet owners. Total crate time from the US East Coast to Colombo is typically 20-28 hours via Gulf connections. Confirm live animal acceptance on both legs of your chosen routing before booking.
