The MAAIF import permit is the entry requirement; apply 8-10 weeks before travel at maaif.go.ug. Confirm receipt of your application.
Ethiopian Airlines offers a direct IAD-ADD service from Washington Dulles, making the USA-to-Uganda routing more direct than many alternative paths to East Africa. Check live animal cargo acceptance with Ethiopian Cargo before booking.
The total transit of 16-26 hours is demanding. Your vet should assess your pet's fitness to travel before you commit to this route.
Live animal acceptance must be confirmed on every leg separately. Different carriers on multi-leg routings have different acceptance criteria.

MAAIF permit: Uganda's entry requirement
Uganda’s Ministry of Agriculture, Animal Industry and Fisheries (MAAIF) issues the import permit required for companion animal entry. Apply at maaif.go.ug at least 8-10 weeks before travel with your pet’s microchip number, vaccination records, breed, and planned travel date.
MAAIF is a professional authority and its import process is documented. Turnaround times can vary, so early application is essential. Once the permit is issued, keep it with your travel documents. The MAAIF inspection team at Entebbe International Airport (EBB) checks the permit alongside the USDA APHIS health certificate on arrival. Compliant arrivals do not face quarantine.
Ethiopian Airlines: the direct USA-to-Africa option
Ethiopian Airlines operates a direct service between Washington Dulles (IAD) and Addis Ababa (ADD). For USA residents travelling to Uganda, this makes the IAD-ADD-EBB routing via Ethiopian Cargo one of the more direct options for pet transport to East Africa. Ethiopian Cargo handles live animals across its African network and ADD-EBB is a regular short-haul service.
From New York JFK or Chicago O’Hare (ORD), the Brussels Airlines routing works well. JFK to Brussels (BRU) on a transatlantic carrier, then Brussels Airlines BRU-EBB direct as part of its established East Africa schedule. Brussels Airlines (a Lufthansa Group carrier) has good live animal cargo procedures on the Entebbe corridor.
Kenya Airways via Nairobi (NBO-EBB) is a third option for owners connecting through London (Kenya Airways operates LHR-NBO with connections to EBB). Total transit times run 16-26 hours depending on the routing.
USDA APHIS health certificate: the US export step
USDA APHIS endorses health certificates for international pet exports from the United States. Your USDA-accredited vet examines your pet and issues the certificate covering the required information: microchip, vaccination history, breed, and description. APHIS endorses it through a regional office or the VSPS online system.
APHIS endorsement is approximately USD 38 per certificate. For Uganda, the certificate must cover Uganda’s specific requirements, not EU format. Confirm with your vet or a transport agent that the certificate is correctly formatted for Uganda.
The endorsed certificate must be issued within 10 days of travel. Plan the vet appointment and APHIS endorsement within that window.
