Schedule III classification and the 30-day AQC quarantine

Singapore’s AVS classifies countries into schedules based on disease risk. Vietnam is a Schedule III country, which carries the strictest import conditions. All cats and dogs arriving from Schedule III countries must complete a 30-day stay at an AVS-approved quarantine centre (AQC) on arrival. This is not optional and cannot be reduced.

The AQC quarantine serves as a disease control buffer. Your pet is monitored for signs of illness throughout the 30 days. Owners can visit during the quarantine period at the AQC’s designated visiting times. Costs are owner-paid and must be settled in advance or upon commencement of quarantine.

AQC places are limited. Pre-booking is essential before confirming your flight. Do not book cargo space until the AQC booking is confirmed. A quarantine booking confirmation is also required as part of the CAPQ clearance process on arrival.

The April 2026 change: AVS-recognised pet agent requirement

From 1 April 2026, Singapore AVS introduced a requirement that pets from Schedule III countries arriving through CAPQ (Centre for Animal and Plant Quarantine) must be handled by an AVS-recognised pet agent. Pet owners cannot complete CAPQ clearance independently for Schedule III imports.

This means appointing an AVS-recognised agent is now the first step in any Vietnam to Singapore pet move. The agent coordinates the CAPQ clearance, liaises with the AQC, and manages the documentation chain through the Singapore side of the process. AVS publishes the list of recognised agents on their website at nparks.gov.sg/avs.

Build the agent fee into your budget from the start. The agent’s involvement is not optional for Schedule III arrivals.

DAH documentation and the flight from Vietnam

Vietnam Airlines, Singapore Airlines, and Jetstar Asia all operate cargo services between Ho Chi Minh City (SGN) or Hanoi (HAN) and Singapore Changi (SIN). The flight takes approximately 2 to 3 hours. Singapore Airlines Cargo has strong live animal infrastructure at Changi and handles a significant volume of incoming pets.

Your Vietnamese vet must complete the titre test (at an AVS-approved laboratory), confirm the rabies vaccination, and issue the DAH-endorsed health certificate in AVS format. The health certificate must be issued within the AVS-specified window before travel. All original documents must travel with the pet; your AVS agent will confirm which documents are required at CAPQ.

Apply for the AVS import licence through the AVS online portal before booking cargo. The licence number is required for the CAPQ declaration on arrival.
